Position K-6: Organizational Development and Capacity Building Specialist – Uganda

Aninver Development Partners SL (www.aninver.com) is looking for a Position K-6: Organizational Development and Capacity Building Specialist for a consultancy assignment financed by National Information Technology Authority-Uganda in Uganda.

Aninver Development Partners is preparing a proposal for an upcoming consulting assignment in Uganda funded by the National Information Technology Authority-Uganda (NITA-U) under the International Development Association (IDA) credit. The project focuses on the implementation of a downstream change management programme to enhance digital public service adoption and utilization across selected e-Government services.

To support this digital transformation initiative, we are seeking an expert for the position of Organizational Development and Capacity Building Specialist. The successful candidate will play a critical role in addressing behavioral, organizational, and operational bottlenecks that hinder full utilization of e-Government platforms within targeted public sector entities.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Implement a structured downstream change management programme to enhance the adoption and utilization of e-Government services.
• Build institutional capacity and organizational readiness across targeted public sector entities.
• Support the operationalization of digital platforms through targeted learning and capacity-building interventions.
• Support stakeholder engagement and institutional strengthening across ministries, departments, agencies, and local governments.

Scope of work

• Conduct stakeholder analysis and map key actors across targeted public sector entities to secure buy-in.
• Design and deploy strategic communication campaigns and multi-channel messaging to enhance digital public service visibility.
• Assess organizational readiness and design institutional strengthening interventions within participating public institutions.
• Establish change champion networks to drive sustainable e-Government adoption.
• Develop training materials, user guides, and capacity-building programmes to support end-users and administrators.
• Set up monitoring mechanisms and conduct post-implementation impact assessments to evaluate change management effectiveness.

Your role as Position K-6: Organizational Development and Capacity Building Specialist

• Design and implement organizational development and capacity-building interventions for public sector institutions.
• Assess organizational readiness and identify institutional bottlenecks affecting digital service utilization.
• Establish and mentor change champion networks within participating public entities.
• Collaborate with multidisciplinary teams to integrate institutional strengthening into the broader digital transformation framework.
• Participate in stakeholder engagement activities and off-site/on-site capacity-building workshops across public sector entities.
• Contribute to monitoring and evaluation metrics regarding organizational adoption and institutional readiness.

Requirements

• Education: Degree in Human Resource Management, Organizational Development, Adult Education, Business Administration or related discipline
• Minimum of 5 years of professional experience in organizational development, institutional strengthening, capacity building, or human resource development
• Demonstrated experience designing and implementing organizational development and capacity-building interventions for large-scale public sector, institutional reform, or digital transformation programmes

Desirable

• Previous experience working on donor-funded digital transformation or public sector modernization projects in Uganda or similar contexts.
• Familiarity with change management methodologies and frameworks applied to ICT adoption.

An experienced organizational development professional with a strong background in public sector capacity building and digital transformation initiatives in Uganda.
