Position K-7: Monitoring and Evaluation Specialist – Uganda

Aninver Development Partners SL (www.aninver.com) is looking for a Position K-7: Monitoring and Evaluation Specialist for a consultancy assignment financed by National Information Technology Authority-Uganda in Uganda.

Aninver Development Partners is preparing a proposal for an upcoming consultancy assignment in Uganda focused on enhancing digital public service adoption and utilization. Despite significant investments in digital infrastructure and e-government platforms, citizen and institutional adoption often lag behind deployment. To address this, a structured downstream change management programme is being implemented across selected Ministries, Departments, Agencies, and Local Governments.

We are seeking an expert Monitoring and Evaluation Specialist to join our team for this initiative. The expert will play a critical role in setting up monitoring mechanisms, tracking adoption metrics, and conducting a post-implementation impact assessment to evaluate the effectiveness of the change management interventions under the digital acceleration project.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Enhance digital public service adoption and utilization across targeted public sector entities in Uganda.
• Set up robust monitoring mechanisms and track key adoption metrics for e-Government services.
• Conduct a comprehensive post-implementation impact assessment to evaluate intervention effectiveness.
• Measure and report on the overall success of the downstream change management programme.

Scope of work

• Conduct stakeholder analysis and map key actors across targeted public institutions.
• Design and deploy strategic communication campaigns and public awareness programmes.
• Assess organizational readiness and establish change champion networks.
• Develop training materials, curricula, and user guides to support end-users and administrators.
• Set up monitoring mechanisms and track digital service adoption metrics.
• Conduct post-implementation impact assessments to evaluate change management interventions.

Your role as Position K-7: Monitoring and Evaluation Specialist

• Design and implement the monitoring and evaluation framework for the change management programme.
• Track adoption metrics and performance indicators across participating public sector entities.
• Establish robust monitoring mechanisms to collect quantitative and qualitative data on digital service utilization.
• Conduct data analysis to measure the effectiveness of capacity building and awareness campaigns.
• Lead the post-implementation impact assessment to evaluate overall project outcomes.
• Prepare comprehensive M&E reports, dashboards, and progress updates for project stakeholders and the client.

Requirements

• Education: Bachelor's Degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Project Management or related discipline from a recognized institution
• Minimum of 5 years of professional experience in monitoring and evaluation, performance management, or results-based management, with demonstrated experience in organizational change management, digital transformation, or institutional development programmes

Desirable

• Experience working on donor-funded digital acceleration or e-government initiatives in Uganda or the region.
• Familiarity with public sector institutional structures and local government operations.

An analytical monitoring and evaluation professional with at least 5 years of experience in tracking performance and measuring impact within digital transformation or institutional development programmes.
