Job description

Aninver Development Partners SL (www.aninver.com) is looking for a Position K-8: Training and Learning Specialist for a consultancy assignment financed by National Information Technology Authority-Uganda in Uganda.

Aninver Development Partners is currently preparing a competitive proposal for an upcoming consulting assignment in Uganda, working in partnership with the National Information Technology Authority-Uganda (NITA-U) under the International Development Association (IDA) financing. The overarching initiative focuses on implementing a comprehensive downstream change management programme to enhance the adoption and utilization of digital public services and e-government platforms across selected public sector entities. Despite substantial investments in digital infrastructure, institutional and citizen adoption often lag behind deployment, creating a pressing need to bridge this gap through structured capacity building, stakeholder engagement, and targeted learning interventions.

To successfully deliver this vital assignment, we are seeking a qualified Training and Learning Specialist (Position K-8) to join our multidisciplinary team of experts. This key role will spearhead the design and execution of targeted training curricula, user guides, and capacity-building programmes tailored for end-users and administrators across participating public institutions. The ideal candidate will bring deep expertise in instructional design, adult learning methodologies, and digital transformation initiatives, ensuring that public sector personnel are fully equipped to leverage newly deployed e-government services effectively.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Enhance digital public service adoption and utilization across targeted Ministries, Departments, Agencies, and Local Governments in Uganda.
  • Design and deliver comprehensive training and learning interventions tailored for end-users and system administrators of e-government platforms.
  • Bridge the gap between digital infrastructure deployment and actual institutional usage through structured capacity-building programmes.
  • Support the operationalization of digital platforms by addressing behavioral, organizational, and operational bottlenecks related to user readiness.

Scope of work

  • Conduct organizational readiness assessments and identify training needs across targeted public sector entities.
  • Develop comprehensive training materials, curricula, user guides, and manuals to support e-government service utilization.
  • Design and deliver capacity-building programmes, workshops, and learning sessions for various stakeholder groups.
  • Establish change champion networks within participating public institutions to foster continuous peer-to-peer learning.
  • Collaborate closely with communication and stakeholder engagement specialists to align learning interventions with awareness campaigns.
  • Set up monitoring mechanisms to track training participation, knowledge acquisition, and downstream adoption metrics.

Your role as Position K-8: Training and Learning Specialist

  • Lead the design, development, and implementation of all training and learning strategies under the digital transformation programme.
  • Create user-friendly instructional design materials, training modules, and manuals customized for diverse public sector end-users.
  • Facilitate capacity-building workshops and train-the-trainer sessions for administrators and key personnel in targeted public institutions.
  • Assess the effectiveness of learning interventions and continuously refine training methodologies based on user feedback and adoption metrics.
  • Coordinate closely with team members and local stakeholders to ensure seamless integration of training activities with change management plans.
  • Contribute expert insights to progress reports, evaluation summaries, and final deliverables concerning institutional capacity building.

Requirements

  • Education: Bachelor's Degree in Education, Adult Learning, Human Resource Development or related discipline
  • Minimum of 7 years of professional experience in learning and development, capacity building, instructional design, or organizational development, with demonstrated experience supporting organizational change management or digital transformation programmes
