Aninver Development Partners is seeking a Specialized Consultant / Expert Advisor for an upcoming institutional strengthening initiative in Honduras, supported by the Central American Bank for Economic Integration (BCIE). This project focuses on enhancing organizational resilience and operational continuity within a dynamic financial environment, aiming to align institutional practices with international standards for business continuity and risk management.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Provide specialized technical advisory services for the implementation phase of the Business Continuity Management System (BCMS) strengthening process.
• Support the execution of corrective and improvement actions defined in the gap closure implementation plan.
• Verify the final operational state of the management system to elevate its maturity level.
• Review and refine the final scope of the BCMS designated for certification based on operational results.

Scope of work

• Conduct a technical review of the initial BCMS diagnostic and validate action plans, deliverables, and roadmaps.
• Review core processes, procedures, and their relationship with products and services to ensure consistency and integrity.
• Evaluate preliminary certification scopes considering updated Business Impact Analysis (BIA) results.
• Assess the matrix of roles, responsibilities, competencies, governance structures, and awareness strategies.
• Review foundational management regulations, manuals, and SMART-methodology objectives for the BCMS.
• Facilitate targeted training sessions and advise on the design of a comprehensive continuity communication program.

Your role as Specialized Consultant / Expert Advisor

• Lead technical advisory tasks related to business continuity, organizational resilience, and crisis management frameworks.
• Update organizational documentation, policies, and procedural manuals related to the business continuity management system.
• Facilitate specialized capacity-building workshops and training sessions for diverse internal stakeholders.
• Design and oversee business continuity and crisis management testing exercises.
• Collaborate closely with local teams and project directors to ensure quality assurance and timely milestone delivery.

Requirements

• Education: University degree at professional level (licenciatura, engineering, degree or equivalent) in accordance with the educational system of the country of issuance; postgraduate studies (specialization or master's degree) valued favorably
• Specific experience in implementation, strengthening, or certification support for ISO 22301 BCMS projects, including executing diagnostics, gap closure, documentation update, training facilitation, and business continuity/crisis management testing, supported by at least 3 similar projects in the last 15 years
• Languages: Spanish

Desirable

• Minimum of 10 years of proven experience in consultancy services related to business continuity, organizational resilience, crisis management, risk management, management systems, or auditing, preferably in financial sector organizations, international organizations, or public entities (multilateral development banks valued positively)
• Postgraduate studies, such as a specialization or master's degree, in a related field.
• Prior working experience within financial sector organizations, international organizations, or multilateral development banks.
