Delivery of net active electrical energy by the Contractor, coordinator of a standard balancing group for medium and low voltage with full administration of the information flow with the Electricity System Operator EAD (ESO EAD) and assumption of imbalance costs for the sites of the Council of Ministers administration, located on the territory of the Republic of Bulgaria

Within the scope of the public procurement, the following shall be carried out: - Delivery – performance of the obligations for delivery of net active electrical energy at low and medium voltage level to the Contracting Authority's sites, carried out through purchase on the Bulgarian Independent Energy Exchange. This activity includes the preparation of hourly schedules, registration of an hourly purchase offer on the Bulgarian Exchange. The selected Contractor shall carry out full administration of the information flow with the licensed electricity distribution companies (EDC) in the territory where the metering points are located and with ESO EAD, and shall assume the costs for imbalances (positive, negative), in accordance with the requirements of the Contracting Authority, specified in the Technical Specification and the submitted Performance Proposal by the selected Contractor. - Balancing – performance of the obligations of a balancing group coordinator under liberalized market conditions, consumption forecasting and responsibility for balancing. This activity includes consumption forecasting, full administration of the information flow with ESO EAD, as well as responsibility for balancing. Place and term of execution of the order: 6 (six) sites: Sofia city, AMS, "Knyaz Aleksandar Dondukov" Blvd. No. 1; Sofia city, AMS, "Serdika" Str. No. 6-8; Sofia city, AMS garage, "Yoakim Kurchovski" Str. No. 1; Sofia city, "Boyana" complex, "Vitosko lale" Str. No. 16; Varna city, "Evksinograd" farm, "St. St. Konstantin and Elena" resort; Shabla town, "Shabla" site, No./bl. 192, with 13 (thirteen) metering points. The contract term is 24 (twenty-four) months, starting from the date of confirmation of the first registered delivery schedule (delivery schedule) and/or until the maximum value of the contract is reached, whichever occurs first, with the actual delivery of electricity to commence from 01.11.2026. Delivery of up to 12,004 MWh of medium and low voltage electrical energy is foreseen for a period of 24 (twenty-four) months. The indicated projected quantity for delivery of medium and low voltage electrical energy does not oblige the Contracting Authority to consume it, and the Contractor undertakes to deliver the required amount of electricity per day, per month and for the entire delivery period. For the term of the contract, the Contracting Authority reserves the right to make changes to the sites (removal or addition of a site) for electricity delivery, as well as to change the projected quantity in a positive or negative direction according to the arising need.
