Delivery of active electrical energy and coordination of a balancing group for the needs of Lyuben Karavelov Higher School of Civil Engineering. Purpose of the procurement - the purpose of the procedure is to select a supplier of active electrical energy and a coordinator of a balancing group for the needs of Lyuben Karavelov Higher School of Civil Engineering for a period of 24 months, starting from the date of registration of the first delivery. Brief description/Scope of the procurement: The estimated quantity of active electrical energy for 12 months is approximately 1441.468 MWh. The estimated quantity of active electrical energy to be delivered is determined based on the electricity consumed in the preceding 12-month period and is adjusted for the contract duration. The estimated quantity of electricity is indicative and serves only for information purposes for this public procurement. The estimated electricity quantities do not oblige the Contracting Authority to consume them, nor do they limit the Contracting Authority's consumption. The selected contractor must include Lyuben Karavelov Higher School of Civil Engineering in a balancing group, with all imbalances being borne by the supplier. In the capacity of 'balancing group coordinator', the contractor shall assume responsibility for balancing and include the Contracting Authority in the balancing energy market as a participant (indirect member) in a standard balancing group without the Contracting Authority paying a participation fee. The Contracting Authority has no obligations regarding forecasting and ordering the required amounts of electricity. Due to the specifics and nature of the Contracting Authority's work, the price proposed by the participant must include a single price for the delivery of net active electrical energy, without additional charges for surplus and deficit imbalances. The quality of the delivered electrical energy must comply with the current national standards and regulations. The delivery must ensure the continuity of the electricity supply and the electricity must be delivered with quality and in accordance with the provisions of the Energy Act (EA) and other regulations governing public relations related to the supply of electrical energy (including regulations to the EA, Rules for Trading Electricity (RTE) and Rules for Measuring Electricity Quantities (RMEE)). The supply of electrical energy must comply with the current regulatory documents: Energy Act (EA), Rules for Trading Electricity (RTE) and Rules for Measuring Electricity Quantities (RMEE). The contractor performs the delivery of net active electrical energy and acts as a balancing group coordinator for all low and medium voltage sites for the needs of all sites of Lyuben Karavelov Higher School of Civil Engineering, as specified in the technical specification.
