DELIVERY OF NET ELECTRICITY – LOW VOLTAGE AND SELECTION OF BALANCING GROUP COORDINATOR FOR THE STREET LIGHTING OBJECTS OF GABROVO MUNICIPALITY

The procedure is conducted for the purpose of selecting a supplier of net electricity, a coordinator of a standard balancing group, full administration of the information flow with ESO EAD, as well as taking over the costs of imbalances for the objects described in Appendix 1 to the Technical Specification - 431 pcs., incl. 270 pcs. in the town of Gabrovo and 161 pcs. in villages in the territory of Gabrovo Municipality. During the execution of the order, electricity must be delivered, (5% of which must be produced from RES), with quality and in the manner, as provided for in the Energy Act (EA) and other regulations governing public relations related to the supply of electricity (incl. regulations to EA, Rules for Trading with Electric Energy (PTEE) and Rules for Measuring Electric Energy Quantity (PIKEE). In the capacity of "balancing group coordinator", the contractor shall assume responsibility for balancing, include the contracting authority in the balancing energy market as a participant (indirect member) in a standard balancing group, as well as ensure the forecasting of the contracting authority's consumption, including the administration of the contracting authority's hourly consumption schedules and all other inherent and necessary activities related to balancing and administering the contracting authority's activity on the liberal electricity market. The full scope of activities is described in detail in the Technical Specification and the draft contract, which are an integral part of the documentation. The estimated quantity for the delivery of net active electrical energy for the contract period is 3580 MWh. For the contract period, the Contracting Authority reserves the right to change the estimated quantity according to the arising need, and the contractor undertakes to deliver the required amount of electricity per day, per month and for the entire contract period. The contract enters into force from the date of conclusion and has a term of execution – 24 (twenty-four) months from the date of registration of the first registered traffic.
