The present public procurement concerns the performance of the functions of consultant/construction supervision and Engineer under the FIDIC Contract Conditions, Yellow Book for the object: "Reconstruction and expansion of internal water supply and sewage networks in the town of Veliko Tarnovo". General Conditions". International Federation of Consulting Engineers (FIDIC), 1st ed., 1999, Bulgarian translation: Bulgarian Association of Architects and Consulting Engineers, as well as the relevant Specific Conditions, and the Appendix to the Tender for Engineering; Technical control during design under the design and build contract (engineering) by preparing report(s) for conformity assessment of the investment project for the object specified above; Conformity assessment for the Structural part within the meaning of Art. 142, para. 10 of the Spatial Development Act (ZUT), where applicable Construction supervision within the meaning of Art. 168 of the Spatial Development Act (ZUT); "Safety and Health" Coordinator for the construction phase for the object indicated at the beginning of these Specifications and in compliance with the conditions of the public procurement, specified in Section 1. The execution of this procurement is in accordance with that referred to in the previous sentence. The contract covers the following services (which does not exclude the assignment of additional tasks in the process of executing the procurement according to specific needs and particularities): Review, conformity assessment against contractual requirements and approval of the Contractor's Programme; Review, conformity assessment against contractual requirements and approval of a revised (one or more) Contractor's Programme; Control of the execution of the Contractor's Programme; Review and opinion on the investment project prepared by the Contractor regarding its compliance with the Employer's Requirements; Preparation of a comprehensive report for conformity assessment of the investment project, as well as identical comprehensive reports during the construction execution, including conformity assessment for the "Structural" part within the meaning of Art. 142, para. 10 of the Spatial Development Act (ZUT); Performing documentary and physical verification of the conformity of materials and equipment used in the object up to the stage of their approval; Actions for reviewing and approving the Contractor's insurances; Actions for reviewing and approving the Contractor's guarantees issued in connection with the fulfillment of its contractual obligations; Actions for issuing decisions by the Engineer; Actions in case of unforeseen physical conditions identified by the Contractor; Actions of the Engineer in case of the Contractor's failure to take measures for environmental protection; Performing documentary and physical verification of the construction process; Issuing interim payment certificates, including the preceding actions; Actions of the Engineer related to change procedures; Actions of the Engineer in connection with claims according to the contract with the Contractor; Control over the preparation of acts and protocols during construction; Organizing and conducting monthly progress meetings, including documenting their results; Actions of the Engineer related to tests (individual and comprehensive – upon completion); Actions for issuing a Certificate of Completion of the object; Actions for issuing a Certificate of Performance; Performing the functions of consultant/construction supervision during the construction execution; Performing the functions of Safety and Health Coordinator during construction.
