- The Government of the Republic of Côte d’Ivoire has received financing from the World Bank to finance the Inclusive Connectivity and Rural Infrastructure Project in Côte d’Ivoire (PCR-CI), and intends to apply part of this financing to make payments under the Contract for the acquisition of a railcar for recording railway track geometry parameters. The procurement of the Contract will be carried out in accordance with the World Bank's procurement regulations.
- The Ivorian Railway Heritage Management Company (SIPF), fiduciary agency for component 6 of the PCR-CI, acting on behalf and for the account of the Ministry of Infrastructures and Road Maintenance (MIER), invites eligible bidders to submit sealed bids for the acquisition of a railcar for recording railway track geometry parameters and defects.
This is a self-propelled light rail vehicle, equipped with sensors and systems to measure and record data on the railway track, enabling quality control, defect detection, and optimized maintenance planning for the network.
With a running gear consisting of two bogies with two axles, the railcar must be new, of the latest or current model. It will be used for recording and checking the track geometry of the Ivorian meter-gauge network.
The measurement system must have the following technical characteristics:
• precise measurement, in real load conditions;
• measurement and clear presentation of track geometry, between 0 and 80 km/h;
• compliance with standard EN 13848 (EN 13848-1+A1, EN 13848-2, EN 14033), ISO standards, UIC sheets, etc.;
• automatic synchronization with GPS location data.
3. The procurement of the Contract will be conducted through International Competitive Bidding (ICB) as defined in the "Procurement Regulations for Borrowers Soliciting Investment Project Financing" of the World Bank, February 2025, and open to all bidders from eligible countries as defined in said Regulations.
4. Bids will be evaluated in accordance with the evaluation process defined in the bidding documents. The following weights will apply to the Scored Criteria (including technical and other non-price factors): 50% and for the Bid Cost: 50%.
5. Eligible and interested bidders may consult the documents free of charge or obtain information from the Ivorian Railway Heritage Management Company (SIPF), and review the Bidding Documents during office hours from 09:00 to 17:00 at the address mentioned below.
6. Interested and eligible bidders may obtain a complete set of bidding documents in French by submitting a written request to the address mentioned below and against a non-refundable payment of the sum of two hundred and fifty thousand (250,000) CFA Francs, or three hundred and eighty-one euros and twelve cents (381.12).
