- The Republic of Angola the Ministry of Higher Education, Science, Technology and Innovation, has received financing from the World Bank toward the cost of TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST), and intends to apply part of the proceeds toward payments under the contract[1]for Acquisition, Installation, Integration and Implementation of Communication Equipment for three (3) POPs (POP1 and POP2 in Luanda, POP3 in Benguela), including one (1) SOC and one (1) NOC.
- The Tertiary Education, Science, and Technology Project (TEST) now invite sealed Bids from eligible Bidders for the Acquisition, Installation, Integration, and Implementation of Communication Equipment for three (3) POPs (POP1 and POP2 in Luanda, POP3 in Benguela), including one (1) SOC and one (1) NOC, covering: (i) Lot 1 – network equipment and site installation devices for each IES; and (ii) Lot 2 – network management and monitoring software, UPS stabilized power systems, and POPs cooling, to be delivered at:
- Luanda – Parque Tecnológico (POP1, SOC and NOC);
- Luanda – Campus Universitário Agostinho Neto (POP2);
- and Benguela – Campus Universitário Katyavala Bwila (POP3), within a maximum period of six (6) months from the Contract signature or Notice to Proceed, as defined in the Special Conditions of Contract.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings apply for Rated Criteria (including technical and non-price factors): 70 % for technical factors and 30 % for Bid cost.
5. Interested eligible Bidders may obtain further information at the address below during office hours 08:00 to 3:30 from Monday to Friday.

7. Bids must be delivered to the address below at 10h00 of July 7th, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
