Description
Scottish Water is planning an accelerated, nationwide rollout of AMI smart metering for our
non-household customers from 2026-2032, subject to final business case approval. This
initiative follows a successful pilot with approximately 3,000 business customers in Inverness
and Orkney.
The primary driver is to achieve a sustainable demand reduction of 80 million litres per day
(80MLd) through a combination of customer and network side interventions.
This programme will involve full replacement of the existing mechanical meter estate. It is
planned that Implementation will be prioritised based on water deficit areas to maximise impact,
with installations beginning early 2026.
This framework will support the nationwide rollout of AMI smart metering for our non-household
customers, the scope of which includes:
• Smart water meters for non-household customers
• Supporting Headend systems
• Communication networks
• Overall service management and front-line support
Scottish Water will also require a Meter Data Management System (MDMS), which will be
procured separately, but must integrate with the solution provided through this procurement.
Installation services are not included in the scope of this procurement.
It is expected that the successful Bidder will supply smart water meters, headend system/s and
communication networks to fulfil the requirements of the rollout. Given Scotland’s diverse
geography and challenging conditions, it is anticipated that a mixed network provision will be
required to achieve maximum connectivity. Bidders will likely need to form a consortium of
partners through subcontracting arrangements to deliver the full spectrum of solutions, but we
will require a lead bidder.
