Opdrachtgever: Provincie Noord-Brabant
Door maatschappelijke en technologische ontwikkelingen groeit de behoefte aan digitale dienstverlening. Dit zorgt voor urgentie om de E-dienstverlening verder te ontwikkelen. Het team subsidies nam ruim een jaar geleden de uitdaging aan om een klantportaal voor het gehele subsidieproces aan te besteden en te realiseren. Het kernteam klantportaal heeft de afgelopen periode intensief gewerkt aan het realiseren van deze cruciale stap in de digitale ambities van provincie Noord-Brabant. Dat heeft ertoe geleid dat een leverancier is aanbesteed en we aan de vooravond staan van het realiseren van het klantportaal. Het klantportaal werkt met de back-end van de provincie. Corsa functioneert als DMS en zaaksysteem, SAP verzorgt de inhoudelijke afhandeling van subsidieaanvragen. Het huidige proces met ondersteunende systemen wordt aangesloten op het klantportaal. Azure API Management zorgt voor betrouwbare berichtuitwisseling tussen de applicaties en het klantportaal. De kern van deze opdracht is het ontwikkelen van de integratielaag tussen het klantportaal en de backend-systemen in Azure API Management. De architectuur zoals die is vormgegeven in het project klantportaal is daarin leidend. Voor de uitvoering van deze opdracht is afstemming met de architectuurboard binnen de provincie Noord-Brabant van belang. De architectuurboard werkt hard aan de doorontwikkeling van de architectuur binnen de provincie Noord-Brabant. Bij de realisatie van deze tussenoplossing willen we direct aansluiten bij deze uitgangspunten. Tweewekelijks vindt hiervoor een online afstemmingsmoment van een half uur plaats. Gedegen documentatie is belangrijk in de uitvoering van deze opdracht. We verwachten dat de developer tijdens de werkzaamheden alle gebouwde componenten documenteert. Dit is belangrijk omdat Axians het beheer van de oplossing voor zijn rekening neemt.Met deze opdracht beoogt opdrachtgever met de professional nadrukkelijk geen arbeidsovereenkomst aan te gaan. Inschrijving staat derhalve open voor zelfstandig ondernemers en voor partijen die professionals in loondienst beschikbaar stellen. De opdracht wordt aangeboden en uitgevoerd binnen het kader van de Wet deregulering beoordeling arbeidsrelaties (Wet DBA). In alle gevallen geldt dat er geen arbeidsrechtelijke relatie ontstaat tussen opdrachtgever en de ingezette professional.
