1. The Government of Angola through the Ministry of Health has received financing from the World Bank toward the cost of the Human Resource Capacity for Universal Health Coverage in Angola and intends to apply part of the proceeds toward payments under the contract [1]for Procurement of an E-learning Platform.
2. The Ministry of Health now invites sealed Bids from eligible Bidders for the procurement of specialized services for the implementation of an integrated software package comprising: School Management System (SGE/SMS) for academic and administrative management and Learning Management System (LMS) for the management of online teaching, courses, content and assessments. This project aims to ensure operational efficiency, an improved student experience, information security and interoperability between systems, in line with legal data protection standards, with advanced integrations, with a view to supporting a distance learning environment characterised by high productivity, a high level of monitoring and control, and automatic assessment capabilities.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” version September 2025 (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 75 % and for Bid cost: 25 %.
5. Interested eligible Bidders may obtain further information from Ministry of Health at address below and inspect the bidding document during office hours 09:00 to 16:00 from Monday to Friday at the address given below.
7. Bids must be delivered to the address below on or before 23/07/2026 at 10:00 am. Electronic Bidding will NOT be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 23/07/2026 at 11:30 am. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second opening
8. All Bids must be accompanied by a Bid Security Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
