1.    The Republic of Angola the Ministry of Higher Education, Science and Technology and Innovation, has received financing from the World Bank toward the cost of Tertiary Education, Science, and Technology Project (TEST) and intends to apply part of the proceeds toward payments under the contract for Procurement and parameterization of the integrated University Management Platform for Higher Education Institutions.

2.    The Tertiary Education, Science, and Technology Project (TEST) now invites sealed Bids from eligible Bidders for Procurement and parameterization of the integrated University Management Platform for Higher Education Institutions. For Configuration, parameterization, integration, testing, training, rollout and post-implementation support of an Integrated University Management Platform for public Higher Education Institutions in Angola.

       The services shall include the provision of a modern enterprise academic management solution, preferably in a SaaS multi-tenant model, covering core academic management, student services, integrated LMS, digital certification, document management, complaints and feedback management, reporting, interoperability, data migration, training, change management, and support. The platform shall be implemented for the Higher Education Institutions to be designated by MESCTI, with pilot implementation followed by phased national rollout. The maximum implementation period shall be eighteen (18) months, followed by assisted operation, stabilization and support during the contractual period., to be delivery at: MESCTI, the selected pilot HEIs and the remaining public HEIs covered by the project, with activities delivered on-site and remotely.

3.    Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4.    Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings apply for Rated Criteria (including technical and non-price factors): 80 % for technical factors and 20 % for Bid cost.

5.    Interested eligible Bidders may obtain further information at the address below during office hours 08:00 am to 3:30 pm from Monday to Friday.

6.    The bidding document in English may be obtained without incurring any additional cost by interested eligible Bidders. The request of Bid document, available at following link: ..\BAF\Bidder Application Form HEIS.pdf

7.    Bids must be delivered to the address below on August 5th, 2026, at 10am, Angola local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

8.    All Bids must be accompanied by a “Bid-Securing Declaration,”

9.    Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
