The Republic of Angola the Ministry of Higher Education, Science, Technology and Innovation, has received financing from the World Bank toward the cost of TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST), and intends to apply part of the proceeds toward payments under the contract[1]for Procurement and Deployment of Integrated ICT Infrastructure and Equipment for the Modernization of Eleven HEIs_(PILOT PHASE)

The Tertiary Education, Science, and Technology Project (TEST) now invites sealed Bids from eligible Bidders for Procurement of Equipment for the eleven HEIs (Pilot Phase), covering: Lot 1- CPE (Customer Premises Equipment) - Network Termination , Lot 2 - Technical Room /Mini Data Center Infrastructure, Lot 3 - Electrical, Structured Cabling and Wi-Fi Infrastructure, Lot 4 - Administrative Equipment and Technical Furniture and Lot 5 - Laboratory and Hybrid Classroom, at:

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s ā€œProcurement Regulations for IPF Borrowersā€ July 2016, revised in September 2025 (ā€œProcurement Regulationsā€), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings apply for Rated Criteria (including technical and non-price factors): 70 % for technical factors and 30 % for Bid cost.

5. Interested eligible Bidders may obtain further information at the address below during office hours 08:00 to 3:30 from Monday to Friday.

7. Bids must be delivered to the address below at August 17th, 2026.. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked ā€œOriginal Bidā€, and the inner envelopes marked ā€œTechnical Partā€ will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked ā€œSecond Envelope: Financial Partā€ shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a ā€œBid Security Declarationā€.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
