About IUCN
IUCN is a membership Union uniquely composed of both government and civil society organisations. It provides public, private and non-governmental organisations with the knowledge and tools that enable human progress, economic development and nature conservation to take place together.
Created in 1948, IUCN is now the world’s largest and most diverse environmental network, harnessing the knowledge, resources and reach of more than 1,400 Member organisations and around 15,000 experts. It is a leading provider of conservation data, assessments and analysis. Its broad membership enables IUCN to fill the role of incubator and trusted repository of best practices, tools and international standards.
IUCN provides a neutral space in which diverse stakeholders including governments, NGOs, scientists, businesses, local communities, indigenous peoples’ organisations and others can work together to forge and implement solutions to environmental challenges and achieve sustainable development.
Working with many partners and supporters, IUCN implements a large and diverse portfolio of conservation projects worldwide. Combining the latest science with the traditional knowledge of local communities, these projects work to reverse habitat loss, restore ecosystems and improve people’s well-being.

About the Project
The SUSTAIN PRO project is being implemented in the districts of Vanduzi and Bárue and is currently supporting 1,340 smallholder farmers in the adoption of agroecological approaches. During the implementation of technical assistance activities with these farmer groups, it has been consistently observed that farmers are facing increasing water scarcity each year, as reflected by declining water levels in irrigation schemes compared to previous years, which has constrained agricultural production.
Water resource management and the implementation of Nature-based Solutions (NbS) are key components of sustainable agriculture. These approaches require influencing both individual and collective actions towards the sustainable management and use of natural resources in order to achieve positive outcomes for agricultural production while conserving biodiversity.
Ecological restoration activities are also being implemented through the Payment for Ecosystem Services (PES) mechanism. In accordance with the established implementation plan, incentives for members of the Community Natural Resource Management Committees (CGRNs) were made conditional upon the success of the restoration intervention, as measured by the survival rate of the planted trees. The first survival assessment was conducted in August 2025, after which the first PES incentive payment was made.
A Second and Third survival assessment was carried out in March and August 2026, confirming a survival rate of over 80% at both restored springs, with the Nhaumbwe spring recording the highest survival rate.
Description of the Service
These Terms of Reference are intended to guide the implementation of the distribution of incentives under the Payment for Ecosystem Services (PES) mechanism in recognition of the successful protection and maintenance of the restoration plantations at the Cagole and Nhaumbwe springs, located in the districts of Bárue and Vanduzi, respectively.
Objective
The objective of these Terms of Reference is to guide the implementation of the incentive distribution activity for members of the Community Natural Resource Management Committees (CGRNs) involved in the restoration of the Cagole and Nhaumbwe springs, in recognition of their successful achievement of the targets established under the Payment for Ecosystem Services (PES) mechanism.
