Agency: ILO | Reference: rfx_11665_ROAF | Type: Call for individual consultants Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: ILO Mozambique seeks an experienced consultant to analyse and systematize two existing bodies of evidence generated with INAS. The first workstream will consolidate all available rounds of INAS spot checks, analysing programme implementation, cross-round and cross-Delegation patterns, beneficiary experience, follow-up of findings, methodological lessons and the future role of spot checks in INAS monitoring. The second will provide a broad analysis of INAS institutional and operational capacity, drawing on existing evidence on human resources, organizational and management capacity, programme coverage and workload, infrastructure and equipment, mobility, digital capacity, financial resources, institutional systems and coordination, as well as evidence from Delegations and Social Units where relevant. No new primary data collection is foreseen. The consultant will submit an inception note, two draft reports, a validation package and two final reports with executive summaries and cleaned analytical datasets.
