UNDP supports countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results.UNDP is also working to strengthen new frameworks for development, disaster risk reduction and climate change. The main aim of UNDP is to support countries efforts to achieve the Sustainable Development Goals, which will guide global development priorities through 2030. The key 2030 Agenda principle of leaving no one behind and stamping out inequality is at the core of all of UNDP’s interventions.OBJECTIVE AND SCOPE OF WORKThe overall objective of the assignment is to develop a high-quality, transformational, and GEF-compliant PIF package for submission under the LDCF funding window.Specific Objectives•Co-lead the overall development of the GEF Project Identification Form (PIF) by ensuring alignment with Rwanda’s national priorities and providing in-depth understanding of the local context.•Conduct a systems-based climate adaptation assessment across the Greening Bugesera Airport City landscape and its surrounding rural-urban systems, identifying climate risks, vulnerabilities, adaptation barriers, and opportunities impacting key sectors.•Collaborate in designing a transformational adaptation project, integrating technological innovation, ecosystem-based approaches, and behavioural change, by supplying the international consultant with critical local data, analysis, and stakeholder perspectives.•Co-develop a robust Theory of Change and project strategy that clearly showcases the project’s potential for systemic and scalable adaptation impacts, ensuring all elements are informed by local realities and priorities.Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
