Description

REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES FOR THE DEVELOPMENT OF ECOWAS EDUCATION POLICY AND ACTION PLAN 1. The Commission of the Economic Community of West African States (ECOWAS) gives strategic priority to the development of human capital, particularly through the promotion of a high-performing, inclusive, and harmonized educational system across all member states. Despite the efforts made, the region continues to face several major challenges, notably: • The lack of harmonization of educational systems. • Disparities in the quality of and access to education. • Mismatches between training programs and labor market needs. • Shortcomings in governance, quality assurance, and recognition of qualifications. 2. In this context, ECOWAS has undertaken an initiative aimed at strengthening the coherence and harmonization of educational policies at the regional level. To support this process, the ECOWAS Commission plans to recruit a qualified consulting firm to develop a regional educational policy as well as an action plan for its implementation. 3. The objective of the mission is to strengthen educational systems in ECOWAS member states; harmonize policies regarding the mutual recognition of qualifications, certificates, and diplomas in the region; promote quality assurance and define minimum standards for education and training; support curriculum reforms to align educational outcomes with labor market needs; strengthen education governance and institutional capacities for sustainable development. 4. The services to be provided include, without limitation: • Conducting a thorough diagnosis of educational systems. • Analyzing existing political, institutional, and regulatory frameworks. • Conducting consultations with stakeholders (Member States, educational institutions, technical and financial partners, etc.). • Identifying strategic priorities for the development of the education sector. • Developing a harmonized framework for regional educational policy. • Defining standards and mechanisms in terms of quality assurance, accreditation, and recognition of qualifications. • Formulating strategic and operational recommendations. • Developing a detailed action plan including: a) Priority areas. 1b) Activities. c) Performance indicators. d) Monitoring and evaluation mechanisms. 5. DURATION OF THE ASSIGNMENT The duration of the assignment is six (6) months. 6. PROFILE AND QUALIFICATIONS OF THE FIRM Interested consultants must demonstrate: • Proven experience in the development of public policies, particularly in the education sector. • Confirmed experience in carrying out similar assignments. • Expertise in analyzing educational systems and strategic planning. • Experience working with regional or international institutions. • Availability of a qualified multidisciplinary team. • Proficiency in English and/or French (proficiency in both languages is an asset). NB: References must be accompanied by supporting documents (contracts, certificates, attestations). 7. APPLICATION: Consultants must provide: • A presentation of the firm. • List and References of similar assignments. • Proofs of satisfactory completion (Award letter, copies of signed contracts and job completion). • The contact details of clients. 8. Consultants may form joint ventures (JVs) to increase their chances of qualification. In accordance with Article 10.2 of the ECOWAS Revised Procurement Code (September 2021), foreign companies (outside ECOWAS) MUST necessarily partner with at least one company from an ECOWAS member state (joint venture). 9. The eligibility criteria, the establishment of the shortlist, and the selection procedure will comply with the ECOWAS REVISED PROCUREMENT CODE / SEPTEMBER 2021, available on the ECOWAS Commission website: www.ecowas.int. 210. Expressions of interest must be submitted electronically to the above addresses no later than June 4, 2026, at 4:00 PM (Nigeria time, GMT+1) and must clearly state: “Expression of Interest – CONSULTANCY FOR THE DEVELOPMENT OF ECOWAS EDUCATION POLICY AND ACTION PLAN.” 12. 1The working languages will be English and French.
