La persona contratada deberá acordar el diseño definitivo; caracterizar el sector y sus transformaciones; identificar capacidades, funciones, ocupaciones, tareas y competencias actuales y futuras; analizar mecanismos empresariales de aprendizaje y una selección focalizada de programas y planes de estudio; distinguir y priorizar brechas, posibles causas y barreras; contrastar hallazgos; y transferir a la FNCIE un marco e instrumentos adaptables. Entregará tres productos en ocho semanas, con matrices y archivos editables, y facilitará actividades prácticas y un taller final de transferencia. El trabajo será 100 % remoto y no contempla viajes.
