Description
The UK Government is launching the new Crisis and Resilience Fund on 1 April 2026, running until 31 March 2029, providing multiyear grant funding for local authorities across England.
The CRF replaces the Household Support Fund (HSF) and Discretionary Housing Payments (DHP), establishing a single, long-term framework for local crisis support. The CRF has 3 main outcomes:
- Provide effective crisis support to people on low incomes experiencing financial shocks.
- Improve individual and community financial resilience, using an outcomes-based approach, and reducing the need for repeat crisis support.
- Improve and integrate the wider local support front door system by mapping the local landscape, enabling more preventative and holistic assistance, and using digital solutions where appropriate.
Authorities must allocate the CRF funding across the following four policy strands:
- Crisis Payment: Providing support to those in crisis.
- Housing Payment: Providing financial support towards housing needs, to those who face a shortfall in meeting their housing costs.
-Resilience Services: Funding for services delivered by Authorities or external providers to improve financial resilience. This strand is outcomes based focusing on
