Description

The International Organization for Migration (IOM), in partnership with the East African Community (EAC), invites applications from qualified citizens of the eight EAC Partner States (Burundi, DRC, Kenya, Rwanda, Somalia, South Sudan, Tanzania, and Uganda) for a consultancy assignment to undertake a comprehensive study that will inform the development of an EAC Regional Framework on Return and Reintegration of Stranded Migrants.

Background and Rationale

The EAC region is a major area of origin, transit, and destination for migrants. While many migrants move through regular channels, others become stranded in transit or destination countries due to conflict, climate change, economic hardship, trafficking, smuggling, or changing immigration policies. Many return home voluntarily or involuntarily, often facing stigma, economic hardship, and inadequate reintegration support.

Despite existing international and continental migration frameworks, the EAC lacks a harmonized regional framework to guide the return and sustainable reintegration of stranded migrants.

This consultancy seeks to address that gap by providing evidence-based recommendations for a coordinated, rights-based regional approach.

Purpose of the Consultancy

The consultancy aims to undertake a comprehensive study on the policies, practices, challenges, gaps, and opportunities related to the return and reintegration of stranded migrants across the EAC Partner States. The findings will inform the development of a regional framework that promotes safe, orderly, dignified, and sustainable return and reintegration processes while strengthening regional cooperation and policy coherence.

Specific Objectives

The consultant will:

Review existing policies, legal instruments, institutional arrangements, and practices governing return and reintegration in EAC Partner States.

Conduct a comprehensive and inclusive study to inform the development of the EAC Regional Framework on Return and Reintegration of Stranded Migrants.

Facilitate national consultations with government institutions and relevant stakeholders in all EAC Partner States.

Convene and support a regional validation meeting of Partner State experts.

Develop recommendations and appropriate policy options to address identified gaps and challenges.

Undertake a situational analysis of migration trends, drivers, challenges, and emerging issues affecting return and reintegration in the region.

Scope of Work

The successful consultant will:

Work closely with the EAC Secretariat and the IOM Regional Office for East, Horn and Southern Africa.

Develop and submit an inception report outlining the methodology, work plan, and stakeholder engagement strategy.

Review national, regional, continental, and global frameworks on migrant return and reintegration.

Conduct research and collect reliable data to support evidence-based policy development.

Identify gaps, overlaps, and opportunities for harmonization across EAC Partner States.

Facilitate stakeholder consultations in all eight EAC Partner States.

Draft and present study findings for validation by Partner States.

Produce a final study report and recommendations that will guide the development of the regional framework.
