REQUEST FOR EXPRESSION OF INTEREST (CONSULTING FIRMS)

HIRING OF CONSULTANCY FIRM FOR DEVELOPMENT OF MANAGEMENT INFORMATION SYSTEM (MIS) / MONITORING DASHBOARD FOR PUNJAB INCLUSIVE CITIES PROGRAM (PICP)

The Govt. of the Punjab (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) & International Bank of Reconstruction & Development (IBRD) (the “Bank”) in the form of a loan/credit (hereinafter called “loan/credit”) toward the cost of Punjab Inclusive Cities Program. Punjab Municipal Development Fund Company (PMDFC), an implementing agency of the Client, hereinafter referred to as ‘Client’ intends to apply a portion of the proceeds of this credit to eligible payments. The Client intends to hire services of Consulting Firm for the development of a centralized, integrated Monitoring Information System (MIS) / Dashboard for monitoring and management of PICP interventions related to WSS services and institutional performance.

  1. The detailed Qualification/Short listing Criteria &Terms of Reference (TORs) for the assignment can be downloaded from the following website: (https://pmdfc.punjab.gov.pk/) or can be obtained at the address given below.
  2. The Client now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required capacity, qualifications and relevant experience to perform the Services. All the relevant documents i.e., copies of agreements of completed projects mentioned in the REOI and completion certificates of the same quoted projects invariably be attached in the REOI otherwise no points/scores will be awarded.
  3. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised February 2025], setting forth the World Bank’s policy on conflict of interest.   4. The Consultant may associate with other firms to enhance their capacity, qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  5. The Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method and Open National Market approach set out in the World Bank Procurement Regulations. The estimated cost of this activity is Rs. 10.00 million.
