Dynamic purchasing system for winter services with suitable vehicles on class 2, 3 and 4 roads in Guldborgsund Municipality

Guldborgsund Municipality is establishing a dynamic purchasing system (DIS) for the tendering and awarding of winter service tasks with suitable vehicles in the municipality on class 2, 3 and 4 roads. The purpose of establishing the DIS is to give companies the opportunity to apply for admission to the DIS and then, as an approved participant, to be able to submit bids for the Contracting Authority's tender for winter services with suitable vehicles on the routes in the municipality designated as class 2, 3 and 4 roads. Winter service must support accessibility and safety on traffic areas for everyone during weather conditions that cause slippery conditions and snowfall. Winter service on the municipality's class 2, 3 and 4 roads includes slippery condition control and snow removal with suitable vehicles on roadways, including parking lots, bus bays, and similar in Guldborgsund Municipality. The work must be carried out according to the Contracting Authority's instructions during the period October 1st – April 30th. Class 2 and partly class 3 roads are cleared primarily between 5 am and 8 pm, while clearing of class 4 roads is carried out within normal working hours. Guldborgsund Municipality's "Regulation on Winter Services" contains further specifications on when and in what order snow removal and slippery condition control must be initiated and carried out. The supplier must carry out tasks with suitable vehicles and personnel. Winter service must generally be carried out using the Contracting Authority's plow and salting equipment. Winter service must be carried out in accordance with the "Regulation on Winter Maintenance" in Guldborgsund Municipality, as applicable at any given time. The individual routes will be tendered as contracts with a duration of at least one year. The individual contract can have a maximum duration of four years.
