Dynamic Purchasing System regarding the reception, treatment, and disposal of soil for environmentally approved facilities

HOFOR Spildevand Albertslund A/S, HOFOR Spildevand Hvidovre A/S, HOFOR Spildevand Brøndby A/S, HOFOR Spildevand København A/S, HOFOR Spildevand Dragør A/S, HOFOR Spildevand Rødovre A/S, HOFOR Spildevand Herlev A/S, HOFOR Spildevand Vallensbæk A/S, HOFOR Vand Albertslund A/S, HOFOR Vand Brøndby A/S, HOFOR Vand Dragør A/S, HOFOR Vand Herlev A/S, HOFOR Vand Hvidovre A/S, HOFOR Vand København A/S, HOFOR Vand Rødovre A/S, HOFOR Vand Vallensbæk A/S, HOFOR Fjernvarme P/S, HOFOR Bygas P/S, hereinafter collectively referred to as HOFOR, is issuing a Dynamic Purchasing System for the purpose of establishing a list of Qualified Soil Receivers with Environmentally Approved Facilities. The tender for the dynamic purchasing system is conducted in accordance with the Public Procurement Act (LBKG no. 116 of February 3, 2025, as amended) and is tendered according to the rules for dynamic purchasing systems. Expected quantity of soil in tons: 6,650,000 Maximum quantity of soil in tons: 9,800,000 The expected annual quantities will be shown on the tender list for upcoming tenders of Periodic Purchase Contracts, tendered on the dynamic purchasing system. HOFOR can purchase via the dynamic purchasing system: - all services related to the reception, treatment, and disposal of soil from HOFOR's ongoing operational, renovation, and construction works, etc. - all activities that enable the utilization of soil. classified recycled or utilized materials in a non-virgin state, e.g., washed gravel and sand. Soil received from HOFOR's excavations may be: - dry or wet, - documented or undocumented, - clean or contaminated. Disposal of the soil may be - for cleaning, - for reuse in HOFOR's excavations, or - for final use. All Soil Receivers applying for admission to the Dynamic Purchasing System, who meet HOFOR's minimum requirements for suitability, and who are not subject to exclusion grounds, will be granted access and admitted to the scheme. Take-up obligation: HOFOR has the right to use the Dynamic Purchasing System for the procurement of the services described, throughout the duration of the scheme. HOFOR is not obliged to procure a specific quantity of services based on the Dynamic Purchasing System. The dynamic purchasing system does not impose an 'exclusivity obligation' on HOFOR, and HOFOR may – within the framework of procurement rules – procure the above-mentioned services from Soil Receivers who are not admitted to the system. HOFOR will conduct tenders on the dynamic purchasing system for periodic purchase contracts of an ordinary duration of 1-2 years for 'Reception, treatment, and disposal of soil at environmentally approved facilities'. The periodic purchase contract may have an option for up to 2 extensions totaling 24 months. Tender conditions and the contractual basis associated with the specific tender will be made accessible when the invitation to submit offers is sent, cf. Procurement Directive, art. 53. A draft of standard tender conditions and the contract with annexes for these services will also be made electronically available to participants in the Dynamic Purchasing System. Only applicants admitted to the Dynamic Purchasing System at the time HOFOR sends the invitation to submit offers can participate in HOFOR's tenders for procurement on the Dynamic Purchasing System.
