Development and implementation of the institutional architecture of the Customs Agency regarding the Excise Goods Movement and Control System (EMCS) Phase 4.2 and the Excise Goods Data Exchange System (SEED) on a Cloud architecture

This public procurement tender concerns the development and implementation of an institutional architecture for the Customs Agency, specifically focusing on the Excise Movement and Control System (EMCS) Phase 4.2 and the Excise Data Exchange System (SEED), to be deployed on a cloud infrastructure. The scope of work is divided into three main activities. The first primary activity involves the development of this institutional architecture. The second primary activity focuses on the implementation of the developed architecture. This includes making necessary modifications to the EMCS module to align with planned changes in European specifications for excise information systems, specifically for the implementation of EMCS Phase 4.2 and SEED for EMCS Phase 4.2. It also requires developing and implementing changes to the SEED module in accordance with these European specifications. Crucially, the tender mandates maintaining existing integrations between the EMCS and SEED modules of the Bulgarian Customs Information System (BACIS) and other BACIS modules, as well as with the Bulgarian Customs Administration Information Management System (BIMIS). Furthermore, integration with the Universal CCN 1/2 gateway and with European Union systems/modules must be preserved. The implementation also includes the creation of user action tracking reports for both the EMCS and SEED modules. The third primary activity is dedicated to training 30 Customs Agency employees, comprising 24 end-users and 6 administrators, on the new systems. This comprehensive project aims to enhance the Customs Agency's capabilities in managing and controlling excise goods through modernised, cloud-based systems.
