ADOLESCENT GIRLS INITIATIVE FOR LEARNING AND

EMPOWERMENT (AGILE) PROJECT

REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR THE ENGAGEMENT OF CONSULTANCY SERVICES FOR CONSTRUCTION WORKS SUPERVISION IN TWO (2) SEPARATE PACKAGES: PACKAGE ‘A’ CONSIST OF 28 SCHOOLS, 12 JSSs AND 16 SSSs WHILE PACKAGE ‘B’ CONSIST OF 22 SCHOLLS, 13 JSSs AND 9 SSSs UNDER THE AGILE (Af) PROJECT IN YOBE STATE

The Yobe State Government of Nigeria has applied for financing from The World Bank for Credit towards the cost of Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project and intends to apply part of the proceeds of this credit to payment under the contract for the Consultancy Services for Engagement of Consultancy Services for Construction Works Supervision in two (2) separates packages: Package ‘A’ consist of 28 Schools, 12 JSSs and 16 SSSs while the Package ‘B’ consist of 22 Schools, 13 JSSs and 9 SSSs under the AGILE (Af) Project in Yobe State.

Main Tasks

The approximate implementation period is 14 months. The assignment is expected to commence in August, 2026.

The objective of the assignment is to undertake construction supervision of the civil works included in sub-component 1.1 of the works Package referred to in the title section of these TOR.

Construction supervision ensures the quality of construction and its adherence to technical specifications. It includes the management, monitoring and certification of construction works and progress, and recommendations to SPIU on mitigation measures required for the concerns noted at sites.

The consulting firm to be engaged under these ToR (the Consultant) would be required to assist SPIUs in three stages: (i) a pre-construction stage, before construction starts; (ii) a construction stage, from the contractors' mobilization to the receipt of the contractor's Notice of completion and application for Taking-Over; and (iii) a construction reception and handover stage, from the Taking-Over inspection to the formal handover of the completed facilities to the relevant State education authority.

CONSULTANT COMPETENCIES, EXPERIENCE, AND SKILL REQUIREMENTS

The Consulting Firm is expected to be reputable and with international experience. The Firm will be selected based on experience and capacity in carrying out prior or related work on similar programs. The Consultancy Firm is expected to have at least 5-10 years of experience in the similar activity. The firm is also expected to have over the last 8 years undertaken at least two successful assignments similar in scope and budget.

Please note that only the experience of the rm and not that of The Key Experts is required at this stage.
