The Bank intends to establish a multi-year, multi-supplier framework agreement for the provision of engineering services.
As part of its ongoing technology transformation, including the expansion of its digital estate, the Bank requires timely and flexible access to specialist external resource across a range of technology, design and delivery disciplines.
The framework is structured into a number of Lots and will establish a panel of pre-qualified suppliers capable of delivering services across, but not limited to, the following areas:
Lot 1: Software Engineering and Applications Design
Lot 2: Artificial Intelligence (AI) Suppliers - AI, Automation and Intelligent Systems Design
Lot 3: Service Design
Lot 4: DevOps – Platform Engineering
Lot 5: Product Design and User Interface Design
Lot 6: Digital Services and Web Product Development
The framework is intended to provide the Bank with a compliant and efficient route to market for the call-off of services, enabling:
Rapid access to appropriately skilled resources
Supplementation of internal capacity and capability
Mitigation of delivery and programme risk
Acceleration of delivery across priority initiatives
The framework will also support the development of a diverse, scalable and resilient supplier base, capable of supporting both short-term delivery requirements and longer-term strategic transformation objectives.

engineering, applications design and modern digital delivery. It enables the
Buyer to design, build, modernise and support high-quality digital products
and services aligned to user needs, organisational strategy and secure
engineering standards.
This Lot provides access to suppliers with specialist capabilities in AI,
automation and intelligent systems design. It enables the Buyer to rethink and
transform how they use people, data, technology and processes through the
safe, ethical and effective adoption of AI
This Lot enables rapid procurement of expert service design capability. It
supports the Buyer to redesign or create services that are user-centred,
accessible, efficient and operationally sustainable, ensuring end-to-end
alignment between people, processes, policy and technology. Suppliers under
this Lot can provide individual designers, multidisciplinary teams or full
end-to-end service redesign capability. Specialists may embed within agile
delivery teams or support discovery, alpha, beta and live phases to ensure
services are usable, accessible, efficient and sustainable.
This Lot enables rapid procurement of expert DevOps and platform
engineering capabilities. It supports the Buyer to modernise infrastructure,
enhance service reliability, adopt cloud-native delivery models and accelerate
secure, automated delivery of digital services.
This Lot enables rapid procurement of specialist Product Design and UI/UX
expertise to create high quality, accessible, and production ready digital
interfaces. It ensures the Buyer can access designers who translate user
needs and service requirements into intuitive, visually consistent and scalable
digital products, supported by robust design systems, interaction patterns and
developer ready assets. By providing access to end-to-end UI/UX capability
across all delivery phases, this Lot helps teams build modern digital products
that meet usability and accessibility standards, reduce friction for users and
accelerate efficient front-end development.
