Study for the design and implementation of a sustainable management structure for rural roads, ferries and associated structures, carried out within the framework of the Talaky Be Project in the Anosy Region

The Malagasy State, through the Ministry of Agriculture and Food Sovereignty and the Ministry of Livestock (the « Client »), has received financing from the French Development Agency (the « AFD ») and the European Union within the framework of the Project for the Adaptation of Agriculture and Support for the Resilience of Rural Communities in the Anosy Region – TALAKY BE, and intends to use part of the amount thereof to make payments for consulting services. The Consultant's Services will consist of carrying out a study for the design and implementation of a sustainable management structure for rural roads, ferries and associated structures, carried out within the framework of the Talaky Be Project in the Anosy Region. The estimated duration of the mission is twelve (12) months. The workload for Key Personnel is estimated at approximately 117 expert-days per road. The TALAKY BE Project invites Candidates to express their interest in providing the Services described above. This Call for Expressions of Interest is addressed to: ☒ Consulting Firms □ Individual Consultants □ NGOs □ NGOs and consulting firm(s) in a Group The eligibility criteria for AFD financing are specified in Article 1.3 of the « Directives for Procurement Financed by AFD in Foreign States », available online on the AFD website: http://www.afd.fr Candidates may submit only one application in their own name or as a Group. If a Candidate (including a member of a Group) submits or participates in multiple applications, these will be eliminated. Conversely, the same Subcontractor may participate in multiple applications. If the Candidate is formed as a Group, the Expression of Interest must include a copy of the Group Agreement concluded by all its members, or a letter of intent to form a Group signed by all its members and accompanied by a copy of the proposed Group Agreement. In the absence of this document, the other members will be considered Subcontractors. The references and qualifications of Subcontractors will not be taken into account in the evaluation of applications. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform the present Services. As such, they must provide evidence of recent and similar service references. A maximum of fifteen (15) references will be presented by each Candidate. The similarity of the references will be assessed based on their relevance to the Services described above. In particular, Candidates are expected to provide references for contracts whose characteristics are similar to one or more of the following criteria: - Nature of Services: institutional and organizational diagnostic studies, design and implementation of management or governance structures for local infrastructure or organizations; - Technical field (infrastructure management): management, operation or maintenance of rural infrastructure (roads, rural roads, crossing structures, ferries or associated structures); - Technical field (sustainable financing): design of sustainable financing mechanisms, maintenance funds, fee systems or resource mobilization for public infrastructure; - Community mobilization: participatory facilitation, support for local organizations and capacity building for local actors; - Area of intervention and language: services provided in Madagascar (knowledge of the Anosy Region and the Malagasy language being an asset), conducted in French. The Client will not analyze CVs or expert profiles at this stage. The TALAKY BE Project will draw up a shortlist of a maximum of six (06) Candidates, pre-selected based on the applications received, to whom it will send the Request for Proposals for the performance of the required Services.
