1. The Government of the Republic of Madagascar has received financing from the World Bank to finance the Rural Livelihoods Productivity and Resilience Project (RIZ PLUS), and intends to use part of this credit to make payments under the Market Provision of Electronic Voucher Management Service. This contract will be jointly financed by the French Development Agency (AFD). Procurement will be carried out in accordance with the World Bank's procurement rules. For this Market, the Borrower will make payments using the "Direct Payment" disbursement method, as defined in the World Bank's applicable Guidelines for Disbursements for Investment Project Financing.
2. The Project Management Unit for the Rural Livelihoods Productivity and Resilience Project - Riz Plus, invites sealed bids from eligible bidders who meet the required qualifications to provide the service of an Electronic Voucher Management Agency (e-Voucher), including the design, development, deployment, and operation of a digital agricultural subsidy management system based on NFC cards, multi-factor authentication, offline processing with deferred synchronization, blockchain traceability, and interoperability with Mobile Money payments, with the aim of registering 80,000 beneficiaries and issuing 130,000 vouchers over four agricultural campaigns, in the regions of Alaotra-Mangoro and Sofia, until the project closure at the end of 2028.
3. The procedure will be conducted through national competitive bidding using a Request for Bids (RFB) as defined in the "Procurement Regulations for Investment Project Financing Borrowers, November 2020 edition, of the World Bank ("the Procurement Regulations")," and is open to all bidders from eligible countries as defined in the Procurement Regulations.
4. Interested and eligible bidders may obtain information from the Project Management Unit for the Rural Livelihoods Productivity and Resilience Project - Riz Plus, Procurement Office and review the bidding documents at the address mentioned below (last paragraph) from 8:30 AM to 4:30 PM.
5. The Bidding Document in French may be obtained by any interested Bidder by submitting a written request to the address below. The bidding document will be sent by electronic means or collected in person at the address indicated below.
6. Bids must be submitted to the address below no later than August 17, 2026 at 11:00 AM, Madagascar time. Electronic submission of bids will not be permitted. Any bid received after the deadline for submission of bids will be rejected. Bids will be opened in the presence of bidder representatives and persons present at the address indicated below on August 17, 2026 at 11:00 AM, Madagascar time.
7. Bids must be accompanied by a Bid Security Declaration.
8. Please note that the Procurement Regulations require the Borrower to disclose information on the beneficial ownership of the successful bidder, as part of the Notification of Award, by completing the Beneficial Ownership Disclosure Form included in the bidding document.
