Technical and environmental studies, as well as control and supervision of works for the implementation of small-scale irrigation infrastructure in the project communes

The Malagasy State, through the Ministry of Agriculture and Food Sovereignty and the Ministry of Livestock (the « Client »), has received financing from the French Development Agency (the « AFD ») and the European Union within the framework of the Project for the Adaptation of Agriculture and Support for the Resilience of Rural Communities in the Anosy Region – TALAKY BE, and intends to use part of the amount thereof to make payments for consulting services. The Consultant's Services will consist of « Technical and environmental studies, as well as control and supervision of works for the implementation of small-scale irrigation infrastructure in the project communes ». The contract is estimated at approximately 110 days for the technical and environmental studies and 180 days for the supervision and control of works. The TALAKY BE Project invites Candidates to express their interest in providing the Services described above. This Call for Expressions of Interest is addressed to: ☒ Consulting Firms □ Individual Consultants □ NGOs □ NGOs and consulting firm(s) in a Group The eligibility criteria for AFD financing are specified in Article 1.3 of the « Directives for Procurement Financed by AFD in Foreign States », available online on the AFD website: http://www.afd.fr. Candidates may submit only one application in their own name or as a Group. If a Candidate (including a member of a Group) submits or participates in multiple applications, these will be eliminated. Conversely, the same Subcontractor may participate in multiple applications. If the Candidate is formed as a Group, the Expression of Interest must include: – a copy of the Group Agreement concluded by all its members; or – a letter of intent to form a Group, signed by all its members and accompanied by a copy of the proposed Group Agreement. In the absence of this document, the other members will be considered Subcontractors. The references and qualifications of Subcontractors will not be taken into account in the evaluation of applications. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform the present Services. As such, they must provide evidence of recent and similar service references. A maximum of fifteen (15) references will be presented by each Candidate. The similarity of the references presented will be assessed based on their relevance to the Services to be implemented as described above. In particular, Candidates are expected to provide references for contracts whose characteristics are similar to one or more of the following criteria: - Scope and volume of services: studies on small to medium-sized hydro-agricultural or irrigation development projects, of a scope, volume and duration comparable to those of the present Services; - Nature of Services: detailed technical studies (design and sizing of irrigation systems), environmental and social impact studies, development of environmental and social management plans (ESMP) and, where applicable, site supervision and monitoring; - Technical field and expertise: rural engineering and hydraulic engineering, design and sizing of irrigation systems, water resource management, as well as assessment and management of the environmental and social impacts of infrastructure; - Area of intervention: references acquired in comparable contexts, preferably in Madagascar or in rural areas with a tropical climate, and in an institutional environment similar to that of the Client. The TALAKY BE Project will not analyze CVs or expert profiles at this stage. The TALAKY BE Project will draw up a shortlist of a maximum of six (6) Candidates, pre-selected based on the applications received, to whom it will send the Request for Proposals for the performance of the required Services.
