1. The Government of the Republic of Angola has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of the HuĂla-Cunene Interconnection Project (HCIP) and intends to apply part of the proceeds toward payments under the Contract for Plant Design, Supply, Installation and Commissioning for the Lubango Substation 400/220/60 kV Substation Expansion and Construction of the new Cahama 400/220/60 kV Substation. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bankâs Disbursement Guidelines for Investment Project Financing
2. RNT-Rede Nacional de Transporte de Energia, E.P. now invites sealed Bids from qualified bidders for Plant Design, Supply, Installation and Commissioning of substation works in Angola, for a period of two (2) years to be developed in this package:
(i) Lubango Substation 400/220/60 kV Substation Expansion and Construction of the New Cahama 400/220/60 kV Substation
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bankâs âProcurement Regulations for IPF Borrowersâ, September, 2025 (âProcurement Regulationsâ), and is open to all qualified eligible Bidders.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings apply for Rated Criteria (including technical and non-price factors): 70% and for Bid Cost: 30%.
5. Interested eligible Bidders may obtain further information from the HuĂla-Cunene Interconnection Project (HCIP), Project Implementation Unit and inspect the bidding document during office hours from Monday to Friday, 09:00 hours to 15:00 hours Angola local time, at the address given below.
6. The bidding document in English language may be obtained by interested eligible Bidders upon request to be sent to the email indicated below.
7. Bids must be delivered to the address below to HuĂla-Cunene Interconnection Project (HCIP), Project Implementation Unit on or before 10:00 hours Angola local time, by August 5, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked âORIGINAL BIDâ, and the inner envelopes marked âTECHNICAL PARTâ will be publicly opened in the presence of the Biddersâ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked âFINANCIAL PARTâ shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a Bid-Securing Declaration as per the form provided.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidderâs beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
