Det er behov for mer kunnskap om hvordan folkevalgt lederskap og politiske prosesser faktisk utøves i kommuner og fylkeskommuner som styres etter formannskapsmodellen. Til tross for lovmessige rammer, viser erfaringer fra KS’ arbeid at det er store variasjoner i praksis knyttet til hvordan sakslisten blir til. Erfaringene viser også at det er store variasjoner i hvordan politisk ledelse kan sette saker på dagsorden før de er utredet av kommunedirektøren, jfr. KL §13 nr.1.
