Invitation to present Proposal

Dear Sirs:

For your consideration:

1. The Government of the Republic of El Salvador has received financing from the World Bank (the “Bank”) to partially finance the cost of the El Salvador Transport and Resilient Infrastructure Project, under loan agreement No.9602-SV and intends to use the proceeds to make payments under the El Salvador Transport and Resilient Infrastructure Project contract
2. The Ministry of Public Works and Transport invites you to submit your proposal to provide the following Individual Consulting Services (hereinafter, the “Services”): “SOCIAL MANAGER FOR THE FOLLOW-UP OF DISPLACED FAMILIES”. The terms of reference are provided in Annex 1. Terms of Reference.

Fraud and Corruption

1. The Bank requires compliance with the Bank's Anticorruption Guidelines and its current sanctions policies and procedures, as set forth in the World Bank Group Sanctions Framework, as set forth in the Annex to the Contract Conditions Annex 1.
2. In compliance with this policy, Consultants shall permit and cause their agents (whether declared or not), subcontractors, subconsultants, service providers, suppliers, and personnel to permit the Bank to inspect all accounts, records, and other documents relating to any pre-selection process, proposal submission, and contract execution (in the case of award), and to be audited by auditors appointed by the Bank.

Eligibility

1. The Bank permits individual consultants from all countries to offer consulting services for Bank-financed projects.
2. As an exception to paragraph. 5 above:

6.1 A Consultant who has been sanctioned by the Bank, in accordance with the Bank's Anticorruption Guidelines and in accordance with its current sanctions policies and procedures as set forth in the WBG Sanctions Framework, as described in the annex to the Contract Conditions (Annex 1. Terms of Reference), Annex 3. Fraud and Corruption, paragraph 2.2 d., shall not be eligible to be pre-selected, submit proposals, or receive a Bank-financed contract or benefit from a Bank-financed contract, financially or otherwise, during the period of time determined by the Bank. A list of excluded firms and individuals is available on the Bank's external website: http://www.worldbank.org/debarr.

6.2 Individuals from a country or goods manufactured in a country may not be eligible if indicated in paragraph. 6.3 below and:

1. as a matter of law or official regulation, the Borrower's country prohibits commercial relations with that country, provided that the Bank is satisfied that such exclusion does not preclude effective competition for the provision of the required Services; or
2. by act of compliance with a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations, the Borrower's country prohibits any import of goods from that country or any payments to any country, person or entity in that country.

6.3 In reference to paragraph 6.2, for the information of Consultants, companies, goods, and services from the following countries are currently excluded from this procurement process:

1. In accordance with paragraph. 6.2 (a): None.
2. In accordance with paragraph. 6.2 (b): None.

6.4 Government officials and public officials of the Borrower's country are not eligible to be hired as Individual Consultants unless:

1. the services of the public official or public official are of a unique and exceptional nature, or their participation is critical to the execution of the project; and
2. their hiring would not create a conflict of interest, including any conflict with employment or other laws, regulations, or policies of the Borrower.

Conflict of Interest

1. The Consultant is required to provide professional, objective, and impartial advice, at all times having the Client's interests paramount, strictly avoiding conflicts with other assignments or with their own corporate interests, and acting without any consideration for future work.
2. The Consultant has an obligation to disclose to the Client any actual or potential conflict of interest situation that affects its ability to serve its Client's best interest. Failure to disclose such situations may result in the Consultant's disqualification or termination of its Contract and/or sanctions by the Bank.
3. Without limitation to the generality of the foregoing, the Consultant shall not be hired in the circumstances set forth below:

9.1 Conflict between consulting activities and the procurement of goods, works, or non-consulting services: a firm that has been hired by the Client to provide goods, works, or non-consulting services for a project, or any of its Affiliates, shall be disqualified from providing consulting services that result from or are directly related to such goods, works, or non-consulting services.
