Aninver Development Partners is seeking an expert Project Lead and Solution Architect for a prospective ICT consultancy assignment in El Salvador supported by the International Telecommunication Union (ITU). The initiative focuses on enhancing digital public services and regulatory innovation by developing an administrative-costs module integrated into an existing information system to measure regulatory burdens and support evidence-based decision-making in the public sector.

The successful candidate will lead the technical execution, architectural design, and overall project management of the software development lifecycle. This role requires close collaboration with beneficiary institutions to ensure the solution meets rigorous standards for reproducibility, security, and AI-assisted process analysis, while maintaining full human oversight and seamless database integration.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Lead the functional and methodological design and data model of the administrative-costs module for public-sector application.
  • Oversee the successful development and integration of the software module into the existing database architecture.
  • Incorporate advanced AI functions and pilot the module with participating public institutions.
  • Deliver comprehensive technical documentation, source code, and sandbox evaluations to ensure long-term operational sustainability.

Scope of work

  • Design and integrate the new module directly into the existing PostgreSQL database infrastructure without creating isolated data silos.
  • Implement guided costing workflows based on the Standard Cost Model or equivalent approved methodologies.
  • Incorporate AI-assisted analysis of institutional documents and internal administrative costs with strict human validation safeguards.
  • Ensure compliance with performance, security, and data requirements, including OWASP application security testing and audit trails.
  • Conduct pilot testing, user training workshops, and performance evaluations with local public institutions.

Your role as Project lead and solution architect

  • Manage the end-to-end execution of the software development and systems integration project.
  • Define the overall solution architecture and ensure alignment with technical, functional, and security requirements.
  • Coordinate multidisciplinary technical teams to deliver milestones according to the established execution timeline.
  • Liaise with beneficiary institutions and stakeholders to validate methodological designs and deliverables.
  • Supervise rigorous testing, accuracy tolerances, and data-quality checks across all system modules.
  • Produce high-quality technical documentation and reports in English as required by the assignment.

Requirements

  • Education: Degree in systems engineering, computer science or a related field
  • Eight (8) years of experience in software development, including three (3) years leading public-sector information-system projects
  • Languages: Spanish proficiency; ability to produce technical documentation in English

Desirable

  • Prior experience working on digital government or regulatory improvement initiatives within Central America.
  • Familiarity with international standards for administrative cost measurement and burden reduction.

The ideal candidate is an experienced systems architect with a strong background in leading public-sector digital projects, combining robust technical expertise in software development with fluency in Spanish and technical documentation skills in English.
