Infrastructure Specialist for Jobs, Social Cohesion and Community Resilience in Northern Mozambique – Phase I
The Government of Mozambique, through the Northern Integrated Development Agency (ADIN), has received financing from the World Bank for the implementation of the Jobs, Social Cohesion, and Community Resilience in Northern Mozambique – Phase I (P514199), to be executed in the provinces of Niassa, Cabo Delgado, and Nampula. The Government intends to apply part of the proceeds to recruit an Infrastructure Specialist for “ADIN/Jobs, Social Cohesion and Community Resilience in Northern Mozambique – Phase I/CON – May/26 – Infrastructure Specialist”, through a competitive selection process.
The Infrastructure Specialist will be responsible for providing specialized technical support to the Project Implementation Unit (PIU) in the planning, technical coordination, review, and implementation support of infrastructure projects, in order to ensure the quality, functionality, and sustainability of infrastructure developed under the Programme.
In this regard, the Infrastructure Specialist shall support the PIU in technical analysis, planning, and supervision of works execution, ensuring that all activities are implemented in accordance with applicable technical standards, contractual specifications, and the requirements of the World Bank and the Government of Mozambique.
Furthermore, the Infrastructure Specialist shall ensure the correct application of technical standards throughout the project cycle, including the review of technical drawings, specifications, work plans, and progress reports, as well as monitoring the quality of works, ensuring technical integrity, compliance, and efficiency of interventions:
- Review the Project Operations Manual (POM/PIM), the Community Infrastructure Grant Manual, and other relevant implementation instruments, particularly in relation to planning, design, implementation, supervision, and resilient recovery of community and public infrastructure;
- Support the technical review of damage and vulnerability assessments, prioritization, and planning of rehabilitation of public infrastructure in target provinces, including prioritized works under the Subcomponents and assessments in Niassa and Nampula, where applicable;
- Support the design, development, rehabilitation, and supervision of resilient community infrastructure in the target areas;
- Support planning and implementation of resilient community infrastructure in accordance with the Community Infrastructure Grant Manual, in coordination with district and provincial technical teams and ANOP, IP;
- Review inventories, technical data, and assessment information on public infrastructure (roads, water and sanitation, drainage, electricity, and related assets) relevant for planning, prioritization, design, and monitoring of the Project;
- Analyse assessment results and support, monitor, and report on the implementation of recovery and rehabilitation plans for community and public infrastructure, in accordance with the Project Operations Manual (POM/PIM) and the Community Infrastructure Grant Manual;
- Support the development, review, and adoption of technical specifications, guidelines, and standards for construction, rehabilitation, and resilient recovery of community and public infrastructure, in coordination with ANOP, IP and other relevant entities;
- Prepare and regularly update the Implementation and Monitoring Plan for Community and Public Infrastructure;
- Support the technical preparation and review of bidding documents, drawings, specifications, bills of quantities, and related technical annexes, and provide technical inputs for the evaluation of contractors and consultants for infrastructure works;
- Provide guidance for the preparation of bidding documents and technical packages to incorporate resilience standards in infrastructure construction and rehabilitation, in support of Community Infrastructure Grants implementation;
- Provide technical support and advisory services to infrastructure departments of sector ministries and government agencies, municipalities, provincial and district governments, NGOs, contractors, and community organizations for the implementation of public and community infrastructure in line with ADIN and PIU activities;
- Coordinate and contribute to the development and implementation of a capacity-building strategy and plan for resilient construction and recovery of community and public infrastructure;
- Coordinate the planning and implementation of training tools and packages, including training of trainers, benefiting relevant stakeholders involved in infrastructure construction and rehabilitation, such as public officials, contractors, professional organizations, and community members;
- Coordinate and maintain liaison with ANOP, IP, ADIN, DPOPs, SDPIs, and other relevant entities in the preparation of technical specifications and tender documents for infrastructure works;
- Support and monitor the implementation of quality assurance, quality control, and certification mechanisms to ensure compliance with multi-hazard resilience standards for public and community infrastructure in the target areas;
- Contribute to the preparation and organization of workshops, knowledge-sharing events, and national and regional conferences on community and public infrastructure under the Project’s learning agenda;
- Perform any other tasks assigned in relation to programme implementation;
- Carry out any other periodic infrastructure-related tasks assigned by the Coordinator;
- Ensure that all responsibilities are implemented in compliance with the financial management guidelines, procedures, and regulations of the Government of Mozambique and the World Bank.
ADIN now invites eligible individual consultants (“Consultants”) to express their interest in providing these services. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the assignment.
Attention is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition (February 2025), which sets out the World Bank’s policy on conflict of interest.
The selected consultant should have the following key qualifications:
- At least 10 years of experience in civil engineering, of which at least 5 years in design, supervision, construction, or rehabilitation of public and/or community infrastructure;
- Experience in implementation or supervision of infrastructure interventions, preferably in post-disaster, post-crisis, or climate-resilient contexts, including public buildings and basic infrastructure;
- Proven knowledge of disaster risk reduction principles and approaches, including the “Build Back Better (BBB)” methodology for infrastructure recovery;
- Previous experience with donor-funded or internationally financed public projects; familiarity with World Bank procurement procedures and contract management requirements;
- Registration or eligibility for registration with a recognized professional engineering body is an advantage;
- Proven ability to lead teams, motivate staff, and promote collaboration in a team environment;
- Strong analytical and organizational skills, with a problem-solving approach and ability to support technical reviews, work plans, reporting, coordination, and implementation monitoring;
- Excellent written and verbal communication skills, with ability to interact effectively with government officials and the general public;
- Membership in a professional association is an advantage;
- Proven computer literacy and practical experience with engineering software, including CAD tools; knowledge of 3D modelling and GIS applications is an advantage;
- Experience working in conflict, post-conflict, or fragile contexts is an advantage;
- Experience working with local communities and vulnerable groups is an additional advantage;
- Proven experience working in districts in Northern Mozambique;
- Ability to prepare technical reports and documents related to infrastructure;
- Ability to work independently, including in remote areas;
- Strong teamwork, communication, and facilitation skills, with creativity and flexibility;
- High sense of responsibility;
- Fluency in written and spoken Portuguese and English; knowledge of Macua is an advantage.
