De huidige overeenkomst voor Inhuur personeel via een broker loopt op 12 april 2026 af. Rekening houdend met de geraamde omvang van de opdracht en de drempel voor Europees aanbesteden dienen we de opdracht in de markt te zetten door middel van een Europese aanbesteding. Met deze aanbesteding wensen wij de uniforme inhuur personeel te continueren en één (1) opdrachtnemer te contracteren die in staat is de dienstverlening te leveren, conform de eisen en wensen zoals beschreven in de aanbestedingsdocumenten. Invest-NL heeft de komende jaren structureel behoefte aan tijdelijk extern personeel dat op basis van een inspanningsverplichting, en waar mogelijk op basis van een resultaatverplichting, wordt ingezet. Deze inzet is voornamelijk gericht op functies op minimaal HBO-niveau, al worden incidentele aanvragen op MBO-niveau niet uitgesloten. De behoefte aan externe inhuur is inherent dynamisch. De historische uitgaven bedragen ca. € 2.350.000,- (excl. btw) per jaar. De omvang van de opdracht naar de toekomst toe is geraamd op circa maximaal € 2.500.000 (excl. btw) per jaar, zijnde € 15.000.000 (excl. btw) over een periode van 6 jaar, zijnde de beoogde maximale looptijd. Teneinde generlei discussies te krijgen over het al dan niet verplicht initiëren van een nieuwe aanbesteding, kan er bij een theoretisch gemiddelde per contractjaar tot maximaal € 3.000.000,- (excl. btw) (totaal €18.000.000,-) door de Aanbestedende dienst worden afgenomen. De genoemde omvang is slechts bedoeld als indicatie. Opdrachtnemer kan hier op geen enkele wijze rechten aan ontlenen.
