PT: No dia 30 de Setembro de 2020, o Governo de Moçambique lançou o Programa de Promoção de Leilões de Energias Renováveis (PROLER), que irá contribuir para o aumento da capacidade de produção de energia eléctrica e para a diversificação das fontes de energia, privilegiando a realização de concursos públicos competitivos e transparentes para a seleção de investidores privados com o nível necessário de capacidades técnicas e financeiras e interesse no desenvolvimento de projectos de produção de energias renováveis, conduzindo à escolha de soluções de menor custo para os clientes. O Governo de Moçambique recebeu fundos da União Europeia (UE) através da Agence Française de Développement (Agência Francesa de Desenvolvimento) para apoiar o Programa PROLER que visa selecionar Produtores Independentes de Energia (IPPs) para projectos solares fotovoltaicos e eólicos com uma capacidade total de cerca de 120 MW. A fim de selecionar investidores privados experientes e qualificados para desenvolver, financiar, conceber, construir, operar e manter uma central de energia solar fotovoltaica no Distrito de Dondo (30MWac), Província de Sofala (o "Projecto"), o Ministério dos Recursos Minerais e Energia de Moçambique (MIREME), através da Autoridade Reguladora de Energia (ARENE), relança o convite aos proponentes interessados que satisfaçam os Critérios de Pré-qualificação a manifestarem o seu interesse. A selecção do proponente preferido será feita através de um concurso competitivo com pré-qualificação, em que a ARENE actuará na qualidade de Autoridade Competente. As informações preliminares relacionadas com o programa PROLER são fornecidas na Parte II dos Documentos de Pré-Qualificação. Prevê-se que o convite à apresentação de propostas seja emitido durante o 2.º semestre de 2026 para os concorrentes. Este definirá melhor o âmbito do Projecto e incluirá requisitos rigorosos em matéria de participação local. ENG: On September 30, 2020, the Government of Mozambique launched Programa de Promoção de Leilões de Energias Renováveis (Promotion of Renewable Energy Auction Programme or PROLER), which will contribute to the increase of power generation capacity and to the diversification of energy sources, and give priority to competitive and transparent tender procedures for the selection of private investors with the required level of technical and financial capacities and interest in the development of projects of renewable energy generation, leading to the choice of least-cost solutions for customers. The Government of Mozambique has received funds from the European Union (EU) through Agence Française de Développement (French Development Agency) to support the PROLER Program which aims at selecting Independent Power Producers (IPPs) for solar photovoltaic and wind projects with a total capacity of around 120 MW. In order to select experienced and qualified private investors to develop, finance, design, construct, operate and maintain one solar photovoltaic power plant in Dondo (30MWac), Province of Sofala (the “Project”), the Ministry of Mineral Resources and Energy of Mozambique (MIREME), through the Energy Regulatory Authority (ARENE), re-invites interested applicants who meet the Pre-qualification Criteria to submit their Applications. The selection of the Preferred Bidders will be made through a competitive tender with prequalification, where ARENE will act in the capacity of the Procuring Authority. Preliminary information related to the PROLER programme is provided in Part II of Prequalification Documents. It is expected that Invitations for Bids will be issued during the 2nd quarter of 2026] to prequalified Applicants. It will further define the scope of the Project and include strong requirements regarding local participation.
