Fortsetzung des Fördergebietsmanagements für die Altstadt und vorgelagerte Gebiete im Städtebauförderprogramm "Lebendige Zentren" für folgende Leistungen: - Gesamtsteuerung - Projektmanagement - Kommunikations- und Prozessmanagement 1. Allgemeiner Hintergrund des Vergabeverfahrens Das Fördergebiet wurde 2020 in das Städtebauförderprogramm "Lebendige Zentren" aufgenommen. Grundlage der inhaltlichen Arbeit ist das Integrierte Städtebauliche Entwicklungskonzept "ISEK Stadt Kirchhain 2030", das im Zeitraum Mai 2021 bis März 2022 erarbeitet und beschlossen wurde und auf zahlreiche Vorarbeiten (u. a. Leitbild 2025 Kirchhain, IHK/KIRAS, Verkehrsentwicklungsplan) aufbaut. Aus dem ISEK wurden die Projekte und Maßnahmen für den Förderzeitraum abgeleitet. Das Fördergebietsmanagement wurde erstmals im Jahr 2022 zunächst für vier Jahre ausgeschrieben und vergeben. Die Fördergebietskulisse umfasst den zentralen Teil der Kirchhainer Kernstadt mit einer Fläche von rund 23,4 Hektar und besteht aus der Kirchhainer Altstadt und dem Areal des Festplatzes. Das Gebiet wird im Norden durch die Straße "Am Bahnhof" mit dem Bahnhof und der Bahntrasse, im Westen und Süden durch den Verlauf der historischen Stadtmauer und im (Süd-)Osten durch die Mühlenwohra, den Landschaftsraum der Ohmaue sowie den Verlauf der Borngasse begrenzt. Entsprechend der Zielsetzung des Förderprogramms umfasst der Geltungsbereich den zentralen Versorgungsbereich der Stadt Kirchhain. Seit Programmaufnahme wurden folgende Projekte bereits angemeldet: (01) Erstellung ISEK (02) Fördergebietsmanagement (03) Begleitung Hessenagentur (04) Wettbewerb Hauptachse (05) Öffentlichkeitsarbeit (06) Anreizförderung (07) Ankauf Deutschordensmühle (08) Gestaltung Hauptachse (Marktplatz) (09) Treppenaufgang "Hinterm Kirchhof" (10) Dörfchen (11) Vorplatz Bürgerhaus (12) Parkplatz Hexenturm (13) Parkplatz Römerstraße Der Leistungserbringer ist im Kernbereichsmanagement der erste Ansprechpartner bei allen Belangen, die das Projekt betreffen und fungiert als Schnittstelle zwischen den einzelnen Akteuren. 2. Umfang und Ziele der Leistungen Die Stadt Kirchhain beabsichtigt die Vergabe der Fortsetzung des Fördergebietsmanagements für das Fördergebiet Kirchhain "Altstadt Kirchhain und vorgelagerte Gebiete" im Rahmen des Städtebauförderprogramms "Lebendige Zentren" bis zum 31.06.2029 mit Verlängerungsoption bis zum Ende der Programmlaufzeit für folgende Leistungen: - Gesamtsteuerung - Projektmanagement - Kommunikations- und Prozessmanagement Einzelheiten hierzu enthält die Leistungsbeschreibung.
