The Government of the Republic of Indonesia has received loan financing from the World Bank to finance the Oceans for Prosperity Project – LAUTRA and intends to use part of the loan funds to finance the Consulting Services Contract Package.
To support the development needs of coastal village economic areas, it is necessary to prepare the Master Design for Kampung LAUTRA Merah Putih as a conceptual guideline for the development of coastal community areas and economies, which includes the area's identity, planning principles, development typologies, and standards for facilities and infrastructure that characterize Kampung LAUTRA Merah Putih. The Directorate General of Marine Spatial Management of the Ministry of Maritime Affairs and Fisheries invites qualified consulting firms to submit expressions of interest to provide the required consulting services. Interested consulting firms must provide information supporting that the respective consulting firm is qualified to perform the above services (e.g., company brochures/history and experience in performing consulting services of similar nature and conditions, and other relevant information). The criteria for the shortlist are:
Service providers who will carry out this work are required to have the following qualifications:
- Have experience in architectural planning and area development with a concept of sustainable use and spatial control (such as: design framework integrating Environmental and Social Safeguard principles and using a nature-based solutions approach). The experience required is at least 3 similar/related work packages within the last 5 years.
- Preference will be given to Service providers with work experience (with specifications as stated above) at the village/sub-district level.
Work completed according to the agreement by the Service Provider must be proven by attaching sufficient supporting evidence (contract documents or BAST), whether as the Main Provider, a member of a Joint Operation (KSO), or a Sub-contractor.
In addition, the Service Provider is also required to provide the necessary Experts and Support Staff, as stated in the TOR.
Interested consulting firms should pay attention to the procedures in paragraphs 3.14, 3.16, and 3.17 of The World Bank Procurement Regulations for IPF Borrowers, Sixth Edition February 2025 (“Regulation”) regarding the World Bank's policy on conflicts of interest.
Consulting firms are permitted to associate with other consulting firms in the form of a Joint Venture or as sub-consultants to enhance their qualifications.
Consulting firms will be selected using the Consultant Qualification Selection (CQS) method in accordance with the Procurement Regulations.
