C40 is a network of nearly 100 mayors of the world’s leading cities working to deliver the urgent action
needed right now to confront the climate crisis and create a future where everyone, everywhere, can thrive.
Mayors of C40 cities are committed to using a science-based and people-focused approach to limit global
heating in line with the Paris Agreement and build healthy, equitable and resilient communities. We work
alongside a broad coalition of representatives from labour, business, the youth climate movement and civil
society to support mayors to halve emissions by 2030 and help phase out fossil use while increasing urban
climate resilience and equity.

2. Summary, purpose and background of the project
2.1. Programme: Resilient Urban Futures
The “Resilient Urban Futures” (RUF) programme is a long-term global initiative designed to run from
November 2025 to March 2030. The overall approach of the programme is based on directly strengthening
urban climate resilience against the major impacts of flooding, droughts, and extreme heat, while
protecting vulnerable populations and promoting sustainable urban development.
To remove systemic barriers to adaptation, the programme is structured around three strategic
workstreams (Workstreams):

• Workstream 1 – Enabling Action Implementation: This workstream addresses the fundamental
structural barriers to adaptation by integrating climate data, financing, land use, and local
governance processes into urban planning tools.
• Workstream 2 – Delivering Adaptation Actions: This workstream provides targeted technical
assistance to accelerate the on-the-ground deployment of priority adaptation actions, including
sustainable urban water management, heat mitigation, and the development of Nature-based
Solutions (NbS).
• Workstream 3 – Raising Ambition & Scaling Delivery: This workstream aims to build strong public
and political momentum for resilience through peer-to-peer learning activities via dedicated
networks, accelerator programmes, youth engagement, and global and regional communication
campaigns.
Geographically, the RUF programme primarily focuses its interventions on the regions of Africa and
Southeast Asia. It targets a network of 20 cities in total, among which 10 specific metropolises have been
rigorously selected to receive deep-dive support. In Nairobi, rapid urbanization intersects with escalating
climate hazards, particularly extreme heat, localized flash flooding, and water scarcity, which
disproportionately impact frontline communities in informal settlements. To address these systemic
barriers, the programme focuses on integrating climate data into urban planning tools and delivering
targeted technical assistance.
2.2. Project: Nairobi Climate Hazard Mapping and Inclusive
Vulnerability Assessment
Nairobi has experienced significant shifts in its climate over the past few decades, mirroring the broader
warming trends seen across East Africa. Historical climate data indicates a steady increase in both average
and extreme temperatures, resulting in a higher frequency of 'hot days' exceeding 30°C. Furthermore,
Nairobi has witnessed a notable shift in precipitation patterns, characterized by an increase in the intensity
and frequency of extreme rainfall events that trigger severe localized flooding. In fact, approximately 70%
of disaster events in Kenya are now attributed to extreme hydro-meteorological weather. These escalating
climate shocks act as risk multipliers, placing unprecedented strain on the city's infrastructure, public
health systems, and economic stability.
The impacts of these climate hazards are profoundly uneven, disproportionately affecting Nairobi's most
vulnerable populations. Residents of the city's informal settlements, such as Kibera, Mathare, and Mukuru,
bear the brunt of these extremes due to entrenched structural inequalities. These settlements are
frequently situated in ecologically sensitive and hazard-prone zones, such as low-lying floodplains, riparian
corridors, and steep cliffs. The built environment in these areas, primarily characterized by high-density,
poorly ventilated structures made of galvanized iron sheets, drastically exacerbates thermal stress and the
