Hankinnan kohteena oli Näkövammaisten opaskoirat. Näkövammaisten opaskoira on Koira, joka on koulutettu opastamaan näkövammaisen henkilön itsenäistä liikkumista eri ympäristöissä ja siten lisäämään henkilön liikkumista, itsenäisyyttä ja osallisuutta. Opaskoirapalveluun kuuluu kaikki opaskoirien tuottamiseksi tehtävä toiminta, kuten mm. jalostus, kasvatus, koirien koulutus ja testaaminen, asiakkaiden kurssitus ja jälkiseuranta sekä koirien terveydentilasta huolehtiminen. Hankintaa ei oltu jaettu osiin. Kyseessä on julkisista hankinnoista ja käyttöoikeussopimuksesta annetun lain (1397/2016, hankintalaki) liitteen E mukainen lain 107 §:ssä tarkoitettu sosiaali- ja terveyspalveluita sekä muita erityisiä palveluita koskeva hankinta.
