COLLECTION AND MANAGEMENT OF WASTE WITH CODE 17 09 04 from Zakład Gospodarki Odpadami S.A. in Bielsko-Biała

The subject of the order is: collection and management of waste with code 17 09 04 (mixed construction, renovation and demolition waste other than that mentioned in 17 09 01, 17 09 02 and 17 09 03) originating from Municipal Selective Waste Collection Points and services performed for waste collection from economic operators and individuals. Construction waste is collected at the Contracting Authority's premises in bulk in a roofless bin on a paved surface. The Contracting Authority will load this waste into containers with a capacity of 36 m3 (average load weight 14 Mg) previously provided by the Contractor, or directly onto trailers with a "walking floor" or "moving floor" type, which will be resistant to potential damage from loading heavy waste that may be found in waste with code 17 09 04 – the Contracting Authority will not be responsible for such damage (average load weight on a moving floor 13 Mg). The Contractor's transport vehicles must be equipped with a tarpaulin or net to secure the waste during transport. The proposed method of managing waste with code 17 09 04 must comply with the applicable legal regulations and processing methods specified in Annex 1 to the Waste Act of December 14, 2012 (Journal of Laws of 2023, item 1587, as amended). The Contracting Authority entrusts the Contractor with the segregation from waste with code 17 09 04 of at least: wood, metals, glass, plastics, gypsum and mineral waste, including concrete, bricks, tiles and ceramic materials, and stones, in order to ensure their suitability for preparation for reuse, recycling or other recovery, unless segregation is not technologically possible or the lack of segregation allows for preparation for reuse, recycling or other recovery. The Contracting Authority does not allow the Contractor to submit an offer solely for waste collection. In the offer, the Contractor must provide the name and address of the facility along with the business activity location number in BDO and the waste processing code (according to Annex 1 to the Waste Act of December 14, 2012), to which the waste will be subjected. The Contractor collecting waste with code 17 09 04 from the Contracting Authority is obliged to deliver it directly to the facility indicated in the offer. Waste with code 17 09 04 will consist, among other things, of various types of plastics, paper and cardboard, wood, metal, glass, rubble, and primarily various types of used building materials and interior furnishings removed during renovations. The Contracting Authority will allow the Contractor to take samples of the subject waste for their own quality parameter tests. The Contracting Authority also allows for a site visit and a trial collection of waste with code 17 09 04. The collection of waste with code 17 09 04 will take place from Monday to Friday between 6:00 AM and 6:00 PM, in previously agreed quantities (by e-mail) by the Contracting Authority with the Contractor's representative. Weighing of the waste collected by the Contractor will take place on the Contracting Authority's legalized scales and will be confirmed by a weighing slip and a waste transfer card generated in the BDO system. These documents will form the basis for determining the quantity of waste collected with code 17 09 04 and for issuing a VAT invoice. Settlement of the service performed by the Contractor based on the weight of the waste indicated on the waste transfer card accepted by the facility receiving the waste for management is permitted, only and exclusively with the written consent of the Contracting Authority.
