Service development expert and consulting services

Istekki Oy's procurement object is various experts for development tasks, e.g., expert work related to the implementation of the Information Management Act, information architecture, customer experience development and analysis, accessibility and usability, service design, business design, UX/UI design and innovation process, agile methods, and impact. In total, the procurement object covers 20 different expert needs.

The subject of the procurement and its requirements are described in detail in this request for tenders and its appendices.

This is a framework agreement.
The contracting authority will select a maximum of five (5) suppliers for each sub-area, with whom it will conclude sub-area-specific framework agreements.

Under the agreement to be concluded based on this competition, Istekki may also offer experts and consulting as a service to its own customers.

Only Istekki Oy will use the procurement agreement, and the parties to the resulting agreement will be only Istekki Oy and the selected Supplier. For the sake of clarity, it is stated that Istekki's customers are not contracting parties, parties, or otherwise involved in this procurement or the procurement agreement to be concluded based on it.

The estimated value of the procurement for four (4) years is €29,700,000 (excl. VAT).
The estimated value is distributed among the sub-areas as follows:

- Expert role 2: Expert work related to the implementation of the Information Management Act 1,320,000 € (excl. VAT) / 4 years
- Expert role 3: Information architecture expert 1,320,000 € (excl. VAT) / 4 years
- Expert role 4: Enterprise architecture expert 1,320,000 € (excl. VAT) / 4 years
- Expert role 5: Business architecture expert 1,320,000 € (excl. VAT) / 4 years
- Expert role 6: ICT architect 1,320,000 € (excl. VAT) / 4 years
- Expert role 7: Accessibility and usability 1,320,000 € (excl. VAT) / 4 years
- Expert role 8: Incident demand analytics 495,000 € (excl. VAT) / 4 years

The procurement quantities presented in the request for tenders are estimates, and the agreement does not constitute a mandatory purchase obligation for the contracting authority. Expert work related to the implementation of the Information Management Act Expert work consists of tasks related to the implementation of the Information Management Act (Tihl) for customers. These may include mapping the current state of Tihl implementation, compiling the descriptions and specifications required by Tihl. In assignments, we may need either additional hands or leading experts to guide and consult the work. Information architecture Assignments consist of customer projects focusing on various aspects of information architecture. For example, defining and describing the information architecture aspects required by the Information Management Act, preparing an information architecture plan, and developing the information architecture entity, supporting integration projects, creating an information architecture model. In assignments, we may need either additional hands or leading experts to guide and consult the work. Enterprise architecture Assignments typically involve creating an enterprise architecture management model and its deployment plan, taking into account the entire organization, legislation, and guiding reference architectures. Some assignments may also relate to updating or deploying the enterprise architecture management model. In assignments, we may need either additional hands or leading experts to guide and consult the work. Business architecture Assignments focus on developing the customer's operations by clarifying and describing its operations and operating environment.

The business architect, in accordance with their role, also participates in the preparation of information system procurements. Documents to be prepared include, for example:

• Use case descriptions and usability assessments. ICT architecture The content of the work is technology-focused architecture design in our client organizations, producing architecture descriptions and documentation.

Assignments focus on developing the client's ICT architecture, but experts can also act as technical experts in information system procurement projects to support other experts. The focus is on assignments related to technology architecture.
