Den skal fortrinsvis anvendes til losning og lastning af skibe og til håndtering af bulkvarer, stykgods, biomasse og skrot på Ordregivers havneområde. Formålet er hurtig og præcis håndtering, så havnens gennemløbshastighed er høj, og skibenes liggetid er kort.
