  1. The Government of Indonesia has received joint co-financing from the World Bank, Asian Infrastructure Investment Bank, and Asian Development Bank toward the cost of the Indonesia Health Systems Strengthening Project and intends to apply part of the proceeds toward payments under the contracts for Procurement of Vaccine Refrigerator. For this contract, the Borrower shall process payments using the Direct Payment disbursement method, except for payments to be made through a letter of credit, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, and the Asian Development Bank’s Loan Disbursement Handbook.
  2. The Ministry of Health (MoH) now invites sealed Bids from eligible Bidders for Procurement of Vaccine Refrigerator (1,872 units) that will be delivered, installed at several location including training, operational support and maintenance services. The expected delivery schedule shall be within two (2) years after the contract signing date.
  3. Bidders may Bid for one or several contracts, as further defined in the Bidding document.
  4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s ā€œProcurement Regulations for IPF Borrowersā€ of September 2023 (ā€œProcurement Regulationsā€) and is open to all eligible Bidders as defined in the Procurement Regulations.
  5. Interested eligible Bidders may obtain further information from Procurement Committee 6 IHSS, MOH through email at pc6_sophi@kemkes.go.id and inspect the bidding document during office hours at 09.00 to 16.00 local time at the address given below.
  6. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20% and for Bid cost: 80%ā€.
  7. The bidding document in English can be sent to the interested eligible Bidders upon the submission of a written application to pc6_sophi@kemkes.go.id. No payment is needed for the bidding documents. The electronic version of the bidding documents can be downloaded from the following website: https://ihss.kemkes.go.id/.
  8. A pre-bid meeting will take place in hybrid mode at the following date and time:

9. Bids must be delivered to the Purchaser’s address below on or before September 24, 2026, at 10:00 AM Western Indonesia time. Late Bids will be rejected. The outer Bid envelopes marked ā€œORIGINAL BIDā€, and the inner envelopes marked ā€œTECHNICAL PARTā€ will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on September 24, 2026, at 10:30 AM Western Indonesia time. All envelopes marked ā€œFINANCIAL PARTā€ shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

10. All Bids must be accompanied by a Bid Securing Declaration.

11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
