Project Controls Services Panel Arrangement

The Department of Transport and Major Infrastructure (DTMI), previously the Department of Transport (DoT), was formed in July 2025. It has statutory provisions to contract on behalf of the Minister for Works for requirements that fall within the scope of the Public Works Act 1902. Under the DTMI, the Office of Major Infrastructure Delivery (OMID) was established to operate as a centralised planning, procurement, delivery and financing business to deliver the State’s major infrastructure projects. As the lead agency for social and non-residential infrastructure, OMID delivers high value (exceeding $100 million), highly complex or high-risk projects across the health, art and culture, sport and recreation, justice, emergency services and primary industry sectors. OMID is hereby seeking to establish a Panel Arrangement from which to procure Project Controls Services to complement existing resources and provide additional capacity, experience and commercial expertise to successfully manage its portfolio of high-profile, high-value projects. The key objectives of the Panel Arrangement will be to establish a procurement framework that will: allow access to a range of service categories under a single panel arrangement; allow the rapid mobilisation of specialist support from suppliers with discrete areas of capability where that capability may not be available in-house; support ongoing project controls and project controls-related demand; support increasing workload linked to OMID’s planned pipeline of work; provide flexibility of support for projects and business areas across DTMI; support the development of internal capability by working with and training staff in best practice, optimising processes and leveraging available tools; facilitate the achievement of value for money outcomes through the establishment of competitive pricing mechanisms; and reduce the impost on staff in the preparation of tender / quotation documents and undertaking separate procurement processes for individual project controls requirements. The proposed Panel Arrangement is intended to be used for the rapid deployment of temporary resources and/or delivery of fixed outcomes to mitigate risk and ensure projects continue to meet required deliverables and timeframes. It is not intended to replace or limit procurement engagements at the project delivery level. OMID will continue to tender and seek quotations for planned project delivery requirements through existing Department of Housing and Works (DHW) Works Consultancy Panel Arrangements, Department of Treasury and Finance (DTF) Common Use Arrangements (CUA), existing service contracts or via any other appropriate procurement methods. The Panel Arrangement will operate as a standing offer arrangement (Head Agreement) with orders (Customer Contracts) being placed on a ‘pick and buy’ basis in accordance with any stipulated buying rules. The use of the Panel Arrangement will not be mandatory. Whilst the Panel Arrangement will be established for use by OMID, it will also be available for use across the DTMI portfolio if required. Agencies and project offices within the Transport and Major Infrastructure Portfolio may also access this Panel Arrangement.
