The United Nations Office at Geneva (UNOG), on behalf of UNCTAD, wishes to receive Expressions of Interest (EIO) for the provision of application development and support services for TiSSTAT, a software solution designed to help countries collect, compile, and analyze international trade in services statistics.
Developed by UNCTAD, TiSSTAT supports national statistical authorities through electronic questionnaires, data collection, validation, and analysis tools aligned with international statistical standards.
The system helps address gaps in trade-in-services data, particularly in developing countries, and supports evidence-based policymaking.
TiSSTAT is built on a Microsoft SQL RDBMS architecture and developed using Java with Spring Boot.
The front-end/user interface is developed using the Angular JavaScript framework.
TiSSTAT is currently available in English and French, with plans to expand to Arabic, Russian, and Spanish, while allowing questionnaires to be adapted to the language needs of end-user countries.
The aim is to etablish a multi-year contract for an initial period of three (3) years with the option to extend for one (1) additional two (2) years period (3+2) at the sole discretion of UNCTAD.
The staffing need is estimated at 2 to 4 people per year.
The needs covered by this expression of interest are including:
- Development of new features and modules (the release roadmap includes at least one major version of TiSSTAT per year).
- Development and maintenance of installation scripts.
- TiSSTAT maintenance, this includes regular updates, performance optimizations, and ensuring compatibility with evolving technology standards.
- Bug resolution.
- Update of installation guide and user documentation.
- User training, training may be conducted on-site or remotely, as agreed upon.
- Team coordination, ensuring smooth collaboration between backend, frontend, QA engineers and UNCTAD.

Specific Requirements/Information
- To demonstrate a proven track record of delivering high-quality IT services and show commitment to maintaining the integrity and performance of IT solutions.
- To have experience in IT software engineering, technical writing, software documentation, and training.
- To be proficient in written and spoken English.
Knowledge of French is considered an asset.
- A minimum of 10 years in database management using Microsoft SQL RDBMS, including schema design, query optimization, indexing strategies, and data warehousing concepts.
- A minimum of 8 years in backend development using Java with Spring Boot.
Ability to write clean, efficient, and secure code.
- A minimum of 10 years in UI/UX design.
Ability to translate complex workflows into clear, user-friendly interfaces.
Proficiency in managing complex application state for multi-step processes and real-time updates.
- A minimum of 8 years in web application development using the Angular JavaScript framework.
- A minimum of 5 years of experience in Software testing automation.
