Description

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, on behalf of the Owner of the project, Environment and Climate Change, Parks and Trails Branch (“Owner”) to prospective Proponents to submit proposals for Design-Build Services for a new comfort camping village in Camp Morton Provincial Park, Manitoba as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.The Proponent must utilize the design-build service delivery methodology and a full range of professional consultant and contractor services during the design and construction phases of the project.The work is being done in Camp Morton Provincial Park, Manitoba. Work site location will be partially occupied during construction with road, beach and campground users in the area.Procurement and Supply Chain (PSC) is administering this RFP process on behalf of Manitoba. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.Site VisitAn optional site visit has been scheduled as follows:Location: Camp Morton Provincial Park, ManitobaDate and Time: June 9, 2026 10:30 AM local timeProponents are to meet at location Camp Morton Provincial Park in the former Sisters property at the north end of the park (see map below) prior to 10:30 AM to sign the site attendance sheet.Proponents are to pre-register by email to the RFP Contact at bids@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the site visit.Deadline for registration is the end of the business day June 8, 2026.Attendance at the site visit will be confirmed and recorded.If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.Proponents are not entitled to rely on information received from Manitoba’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.Deadline for questions June 16, 2026. All questions must be submitted tothe RFS Contact atBids@gov.mb.ca. CPPD will only address questions thatwere sent to this email address.Bid submission deadline is June 25, 2026 at 4:00:00 P.M. CDT.
