OPEN INTERNATIONAL BIDDING

INVITATION FOR PRE-QUALIFICATION

FOR

RECONSTRUCTION OF INTERMEDIATE SECTIONS ON THE KAMPALA-MASAKA ROAD;

PACKAGE C: NSANGI-KAMENGO (29.5km) and LUKAYA-MASAKA (21.2km)

Procurement Reference No: UNRA/WORKS/2009-10/00001/10/01

1. The Government of Uganda has committed funds towards the cost of Reconstruction of Intermediate sections on the Kampala-Masaka Road; Package C: Nsangi-Kamengo (29.5km) & Lukaya-Masaka (21.2km). The executing agency for the project is Uganda National Roads Authority (UNRA), the Employer.

2. UNRA now invites applications for pre-qualification for the Reconstruction of Intermediate sections on the Kampala-Masaka Road; Package C: Nsangi-Kamengo (29.5km) & Lukaya-Masaka (21.2km).

3. As per the guidance in the Instructions to Applicants, applicants must demonstrate compliance with the minimum requirements for this project for which they seek to pre-qualify.

4. The Employer will issue bidding documents to those pre-qualified bidders that demonstrate capacity to implement this project. It is expected that invitations for bid to the pre-qualified bidders will be issuedin March 2010.

5. Pre-qualification will be conducted through pre-qualification procedures described in the Pre-Qualification Document ("PQD") associated with this Invitation for Pre-Qualification, in accordance with the "The Public Procurement and Disposal of Public Assets Act, No. 1 of 2003 and The Public Procurement and Disposal of Public Assets Regulations, No. 70 of 2003 (hereinafter called PPDA Guidelines for Procurement).

6. The PQD includes the following sections:

Part 1 # Pre-qualification Procedures

Section I Instructions to Applicants ("ITA")

This section specifies the procedures to be followed by applicants inthe preparation and submission of their Applications for Pre-qualification ("AFP"). Information is also provided on opening and evaluation of AFPs.

Section II Pre-qualification Data Sheet ("PDS")

This section consists of provisions that are specific to the pre-qualification and supplement the information or requirements included in Section I, Instructions to Applicants.

Section III Qualification Criteria and Requirements

This section contains the methods, criteria, and requirements that will be used to determine how applicants will be pre-qualified and later invited to bid.

Section IV Application Forms

This section contains the forms for the Application Submission Form and all the forms required to be completed by applicants and submitted with the AFP.

Part 2 -- Works Requirements

Section V Scope of Works

This section includes a summary description, delivery and completion schedules, technical specifications and drawings of the works which are the subject of the pre-qualification.

7. A hard copy of the PQD in the English language may be obtained by interested bidders upon submission of a written application on bidder's letter head to the address below and upon payment of a non-refundable fee of UGX 50,000 (Uganda shillings fifty thousand). The method of payment will be cash payable to the UNRA Cashier on 2nd Floor, Room 2/004. It is upon presentation of a satisfactory evidence of payment that the bidder will be issued with the PQD.

8. Applications clearly marked "Prequalification for the Reconstruction of Intermediate sections on the Kampala-Masaka Road; Package C: Nsangi-Kamengo & Lukaya-Masaka" must be delivered to the address below by 5.00 p.m. (Local Time)on 4th February 2010.
